Comparison of the European parliament and the parliament of Belgium

Abstract:

Evropský parlament se během druhé poloviny 20. století postupně vyvinul ze Shromáždění nevolených zástupců s omezenými pravomocemi v instituci, která významně ovlivňuje politiky Evropské unie a zároveň je základním prvkem poskytujícím legitimitu procesům evropské integrace. Z federalistického hlediska lze vnímat posilující roli Evropského parlamentu jako jeho směřování k podobě parlamentů působících v tradičních parlamentních demokraciích na úrovni národních států. Belgický federální parlament pak nabízí zajímavý vzor pro komparaci a následné posouzení podobností mezi ním a Parlamentem Evropské unie. Více stranických systémů nebo existence několika federovaných entit jako společné znaky dvou sledovaných politických systémů posloužily jako hlavní kritéria pro výběr právě parlamentu Belgického království. Zkoumány budou základní podobnosti týkající se organizační a politické struktury, pravomocí parlamentů a volebních systémů.

Abstract:

The European parliament has developed gradually during 20th century from the Assembly of the delegated representatives managing limited powers into the institution that can influence policy of the European Union to the substantial extent and is also the fundamental element that provides legitimacy of european integration processes. From federalistic point of view the empowering position of the European Parliament can be interpreted as its pointing to the form of parliaments operating in traditional parliamentary democracies. Federal parliament of Belgium offers an interesting model for comparison and consequent examination of parallels between this institution and the Parliament of the European Union. Existence of more than one party system and several federated entities as common characteristics of both examined political systems has served as the main criteria for choosing the federal parliament of Kingdom of Belgium for comparison. The text is focused on general similarities concerning organisational and political strucutures, legislative and controling powers of the parliaments and their electoral systems.
