Public and Cultural Diplomacy of Small States - Comparison of Strategies in the Czech Republic and Slovenia

Abstract:

Práce se zaměří na specifika využívání zdrojů veřejné diplomacie jako nástroje šíření soft power. Hlavním cílem práce bude sledovat, jak malé státy usilují vzhledem ke svým omezeným prostředkům a možnostem šířit pozitivní obraz vnímání o své zemi v zahraničí. Práce bude porovnávat veřejnou a kulturní diplomacii u států Slovinska a České republiky. Zkoumáno bude také, jak se oba státy snaží oprostit od negativně zabarvené image postkomunistických zemí a naopak vytvořit image moderní evropské země. Analýza veřejné a kulturní diplomacie České republiky a Slovinska bude provedena od začátku devadesátých let, tedy od vzniku dvou nových nezávislých států. Dílčím momentem práce bude příprava obou zemí na vstup do EU, kdy byly snahy o zavedení dobrého jména v Evropě zintenzivněny a veřejná diplomacie začala být postupně institucionalizována. Práci uzavře využití agendy předsednictví Rady EU ke zviditelnění se na evropské scéně.

Abstract:

The thesis focuses on the specifics about how to use public diplomacy as a tool of soft power. The main task is to monitor how small states seek to promote a positive image of their country abroad considering their limited financial and human resources. The thesis compares public and cultural diplomacy of Slovenia and the Czech Republic. Moreover it investigates how both states try to move away from the negatively perceived image of post-communist countries and create an image of modern European country. Public and cultural diplomacy of the Czech Republic and Slovenia is analyzed since the beginning of the 1990´s after both countries had gained independence. The thesis highlights the efforts to promote a positive image which were intensified with the approaching EU accession. At the same time public diplomacy became gradually institutionalized. The thesis concludes with description of how both states try to raise their profile on the European scene through EU Presidency agenda.
