Práce si klade za cíl analyzovat ESÚS jako nový nástroj regionální politiky EU, a sice z hlediska motivačních faktorů zakládajících aktérů, administrativních a finančních aspektů procesu zakládání a rozdílů oproti ostatním formám územní spolupráce (euroregionů), které vyplývají z praktického fungování referenčního případu.
