Comparative Analysis of Proposals for Financing Homes for the Elderly in the Czech Republic across the Political Spectrum in 2020

Abstract:

Bakalářská práce se zaměřuje na komparativní analýzu návrhů financování DS napříč politickým spektrem v roce 2020, kdy byla představena připravovaná novela zákona o sociálních službách. Vzhledem k velké účasti expertů politických stran bylo možné ověřit všechny čtyři hypotézy. Z ověřených hypotéz se podařilo potvrdit pouze hypotézu číslo čtyři, která předpokládala neprosazování systémových změn od středových politických stran. Hypotéza číslo jedna byla vyvrácena na základě neúčasti dvou politických uskupení, z nichž jeden expert se odmítl vyjádřit vědomě. Hypotézy číslo dvě a tři byly vyvráceny na základě jiných než očekávaných odpovědí u dvou politických stran. Hlavním přínosem výzkumu je identifikace problémových témat v rámci financování systému sociálních služeb. Těmito tématy se rozumí převážně systém dotací MPSV a systémové řešení dávky PnP. U ostatních oblastí financování se experti stran napříč politickým spektrem shodovali nebo se jejich řešení nevylučovala. Taktéž bylo zjištěno, že dlouhodobé problémy jako špatně definované sociálně-zdravotní pomezí, které ovlivňuje vývoj úhrad ošetřovatelských úkonů v pobytových zařízeních, jsou jasně vymezeny odborníky, MPSV i zahraničními institucemi (ESPN). Na řešení těchto problémů by se mělo co nejrychleji pracovat separátně, a ne v rámci chystané novely zákona o sociálních službách, jelikož je možné, že chystaná novela nestihne projít legislativním procesem před volbami do PS PČR v roce 2021.

Abstract:

This bachelor theses focuses on a comparative analysis of proposals for financing homes for the elderly across the political spectrum in 2020, when the forthcoming amendment to the law of social services was introduced. Collection of proposals was managed in the form of a questionnaire survey with open questions. Due to large participation of political party experts in the research, it was possible to verify all four hypotheses. Of the verified hypotheses, only hypothesis number four was confirmed, which assumed the non-enforcement of systemic changes from central political parties. Hypothesis number one was disproved due to the absence of answers from two political parties, in one case the expert refused to cooperate consciously. Hypotheses two and three were disproved on the basis of different than expected responses from two political parties. Main benefit of the research is the identification of problematic topics within the financing of the social services. These topics are mainly the system of subsidies of the Ministry of Labor and Social Affairs and the system solution of care allowances. For other areas of funding, party experts across the political spectrum agreed on the solutions or their proposals did not rule out each other. It was also found that long-term problems such as poorly defined socio-health boundaries, which affect the development of reimbursement of nursing services in residential social services, are clearly defined by experts, the Ministry of Labor and Social Affairs and foreign institutions (ESPN). The solution to these problems should be worked on separately as soon as possible and not within the framework of the planned amendment to the law of social services, as it is possible that the planned amendment will not manage to go through the legislative process before the elections to the Parliament of the Czech Republic in 2021.
