Prvá kapitola je zameraná na vymedzenie základných pojmov používaných pri určovaní všeobecnej hodnoty stavieb. Je potrebné definovať základné pojmy a názvoslovie. Druhá kapitola vysvetľuje základné metódy určovania všeobecnej hodnoty stavby a vymedzuje jednotlivé koeficienty použité pri určovaní všeobecnej hodnoty stavby.
