Lobbying Regulation and Corruption in the States of the Eastern Enlargement of the European Union

Abstract:

The present master thesis examines in a detailed way the relation between lobbying activities and the perception of corruption in post-socialist EU Member States. From a methodological standpoint, the work draws on the methodology 'Hired Guns' developed by the Center for Public Integrity. This approach is deployed to examine the character of legislation on lobbying, allowing to assess its strength - meaning the strictness of lobbying regulation. The author analyses whether and how states react to the level of corruption by strengthening of legislation on lobbying and whether this development, in turn, positively affects the confidence of voters toward executives and parliaments, and their perception of corruption in the public sphere. As states can beside legislation also implement other regulatory measures, the thesis is enriched by a topography of regulation of lobbying from M. Pitrová and R. Kubová in order to provide a comprehensive perspective on the regulation of lobbying including 'soft' instruments.

Abstract:

Diplomová práca detailne skúma vzťah regulácie lobistickej činnosti a vnímania korupcie v postsocialistických členských štátoch EÚ. Z metodologického hľadiska sa práca opiera o metodológiu 'Hired Guns' vytvorenú Centrom pre verejnú integritu (CPI). Na základe tejto metodológie práca skúma povahu zákonov o lobingu, ktorá umožňuje zhodnotiť silu – prísnosť tvrdých regulačných pravidiel lobingu. Autorka zistí ako a či štáty reagujú na korupčný stav posilnením nastavenia zákonnej regulácie lobingu a zároveň, či sa takýto vývoj pozitívne prejavuje na dôvere občanov k vláde a parlamentu a na vnímanú korupciu vo verejnej moci. Keďže štát môže okrem zákonov o lobingu zavádzať aj ďalšie nástroje lobingu, práca je doplnená o topografiu regulácie lobingu od autoriek M. Pitrová a R. Kubová za účelom vytvorenia komplexného pohľadu na reguláciu lobingu vrátane jeho mäkkých inštrumentov.
