The process of securitization of cyber security in United States of America

Abstract:

Práce se zaměřuje na bezpečnostní politiku Spojených států amerických v oblasti kybernetické bezpečnosti. Vychází přitom z pohledu teorie sekuritizace, kdy studuje změny ve vnímání konceptu, které se snaží vysvětlit skrze metodu diskurzivní analýzy zahraniční politiky. Využívá přitom modelu dílčích diskurzů kybernetické bezpečnosti, který aplikuje na vybrané dokumenty. Předmětem výzkumu je formování jednotlivých typů debat kybernetické bezpečnosti v průběhu 20. století na úrovni oficiálního diskurzu bezpečnostní politiky, jeho druhá část spočívá v rozboru vybraných události z 21. století, u kterých předpokládá významný dopad na pojetí kyber-bezpečnostní politiky.

Abstract:

Thesis focuses on security policy of the United States of America in the area of cyber security. Its perspective is based on the theory of securitization and studies the changes in the perception of the concept which it tries to explain through the method of discursive analysis of foreign policy. It uses the model of sectional discourses of cyber security that is applied on chosen documents. Subject of the study is the formation of individual types of debates of cyber security during the 20th century at the level of official discourse of security policy, its second part lies in the analysis of chosen events from 21st century where is the assumption of significant impact on the conception of cyber-security policy.
