The Status of Citizens in the Course of Ensuring Personal and Community Security

Abstract:

Práce vychází z myšlenky, že občan je první osobou, která může reagovat při násilném útoku, a to mnohem dříve než přijede policie. Cílem je tedy analyzovat možnosti občanů pro zapojení do systému osobní a komunitní bezpečnosti a definovat hrozby pro občana České republiky z pohledu násilných útoků. Dále je navržen systém zapojení občanů do systému bezpečnosti a vytvořena metodika hodnocení sloužící k rozpoznání občana zapo-jeného do systému zvyšování osobní a komunitní bezpečnosti. Následně je zpracován manuál, který obsahuje doporučené postupy pro různé typy útoků reflektující úroveň ob-ránce.

Abstract:

The thesis is based on the idea that the citizen is the first person to react in a violent at-tack, much before the police arrive. The aim is therefore to analyze the possibilities of citizens to participate in the system of personal and community security and to define threats for the citizen of the Czech Republic from the point of view of violent attacks. It also proposes a system of citizen involvement in the security system and an assessment methodology designed to identify a citizen involved in the system of increasing personal and community security. Subsequently, a manual is produced, which contains recommen-ded procedures for different types of attacks reflecting the level of the party.
