Abstract:

Tato studie se zabývá intervencí USA po 11. září 2001 v Afghánistánu na konci roku 2001 a pojednává o dynamice budování státu se zvláštním zaměřením na tři hlavní pilíře, jako je bezpečnost a budování míru, demokratizace a rekonstrukce a ekonomický rozvoj ve válkou zničené zemi. . Zkoumá dopady a nedostatky v agendě budování státu mezinárodního společenství vedeného USA v Afghánistánu, která zahrnovala utracení obrovského množství pokladů a krve. Časový rámec této studie je od roku 2001 do roku 2021, kdy měly USA hlavní roli a byly hlavním a nejmocnějším zahraničním aktérem ve všech záležitostech války a míru v Afghánistánu. Toto je fenomenologická studie, kvalitativní výzkumná metoda zkoumající vnímání, perspektivy, chápání a pocity těch, kteří tento fenomén zažili nebo prožili. Na základě poznatků z první ruky z oboru tak tato studie nabízí jedinečný empirický přínos a poskytuje ucelený obraz o procesu budování státu pod vedením USA především prostřednictvím životních zkušeností Afghánců. Studie čerpá z desítek původních rozhovorů s několika zahraničními i místními aktéry zapojenými do problematiky války a míru v Afghánistánu, včetně představitelů Afghánistánu, USA, NATO a OSN. Kromě toho se práce z velké části opírá o původní zdrojový materiál v jiných jazycích než v angličtině, včetně paštštiny, perštiny a urdštiny. Tato studie vyplňuje koncepční mezeru v oblasti budování státu a věnuje značnou pozornost výzvám demokratizační agendy a rolím a zkušenostem zahraničních a místních aktérů.

Abstract:

This study explores the post 9/11 US intervention in Afghanistan in late-2001 and discusses the dynamics of state building with a special focus on three main pillars, namely security and peace building, democratization and reconstruction and economic development in the war-torn country. It examines the impact of and flaws in the US-led international community’s state building agenda in Afghanistan which involved the spending of a huge amount of treasure and blood. The time frame of this study is from 2001 to 2021 when the US had a lead role and was the main and most powerful foreign actor in all matters of war and peace in Afghanistan. This is a phenomenological study, a qualitative research method exploring the perceptions, perspectives, understandings and feelings of those who experienced or lived the phenomenon. Thus, based on first-hand knowledge from the field, this study offers a unique empirical contribution and provides a comprehensive picture of the US-led state building process mainly through life experiences of the Afghans. The study draws on dozens of original interviews with several foreign and local actors involved in the issues of war and peace in Afghanistan including Afghan, US, NATO and UN officials. In addition, the thesis largely relies on original source material in languages other than English including Pashto, Persian and Urdu. This study fills a conceptual lacuna in the fields of state building and devotes considerable attention to the challenges of democratization agenda and the roles and experiences of foreign and local actors.
