The conflict amongst human rights or human rights and public interests can be (but not exclusively) in the Czech legal environment resolved by applying a proportionality principle. My thesis is based on theoretical foundations laid mainly by Ronald Dworkin and Robert Alexy. It also works with other subsequent works. Together they make the basis for main part of this thesis.
