Abstract:

Plánovaná dálnice D49 a navazující silnice I/49 vyvolává řadu otázek a sporů v ekologicky a socioekonomicky citlivém území Vizovické vrchoviny. Tato diplomová práce si klade za cíl identifikovat percepci dopadů této komunikace u zainteresovaných aktérů a místních obyvatel. Percepce dopadů dopravních staveb je vnímána subjektivně a bývá ovlivňována celou řadou faktorů, kde významnou roli hraje fenomén NIMBY. Pochopení těchto faktorů je důležité pro efektivní dopravní plánování. Výzkum probíhal formou rozhovorů a dotazníkového šetření v obcích nejvíce zasažených vznikem plánované dálnice. Ukázalo se, že v regionu Vizovických vrchů převažuje pozitivní vnímání navrhnuté dopravní komunikace, ale jsou zde velmi rozdílné výsledky v závislosti na obci, případně i části obce. Poloha obcí zde výrazně určuje, zda převažují ve vnímání obyvatel výhody nebo nevýhody plynoucí z plánované dálnice a silnice. Výsledky výzkumu ukázaly dva velmi rozdílné úhly pohledu v rámci obcí na Vizovicku a Hornolidečsku. Ty rozděluje Komonecká hornatina, která ztěžuje dopravní vazby v oblasti Hornolidečska. Nová komunikace by zde přinesla vnímané zlepšení dopravní situace, na rozdíl od oblasti Vizovicka. Ukázalo se, že tyto prostorové faktory také ovlivňují další vnímání celého projektu jako jsou obavy z hluku, zplodin či další. Ovšem projevil se také vliv fenoménu NIMBY, kdy někteří lidé zde odpovídali především podle toho, aby u nich nedošlo ke zhoršení jejich aktuální situace, a to i přes zájem veřejný. Z výsledků vyplynulo, že většinu sporů v území by bylo možné vyřešit za cenu velmi drahé varianty dálnice a silnice v tunelech. Rovněž by bylo potřeba ústupků v soukromých zájmech či zlepšení schopnosti komunikování organizací a zvýšení důvěryhodnosti v jejich činnost. Tyto výsledky práce je možno v budoucnu použít pro předcházení sporů při vzniku dálnice D49 a silnice I/49 v území Vizovických vrchoviny.

Abstract:

The planned D49 motorway and the connecting I/49 road raise a number of questions and disputes in the ecologically and socio-economically sensitive area of the Vizovice Uplands. This master thesis aims to identify the perception of the impacts of this road by stakeholders and local residents. The perception of the impacts of transport constructions is perceived subjectively and tends to be influenced by a variety of factors, where the NIMBY phenomenon plays a significant role. Understanding these factors is important for effective transport planning. The research was conducted through interviews and a questionnaire survey in the communities most affected by the creation of the planned highway. It turned out that in the Vizovice Hills region there is a predominance of positive perception of the proposed road, but there are very different results depending on the municipality or even parts of the municipality. The location of the municipalities here strongly determines whether the advantages or disadvantages resulting from the planned motorway and road prevail in the perception of the inhabitants. The results of the research showed two very different perspectives within the region of Vizovicko and Hornolidečsko. They are separated by the Komonec mountain range, which makes transport links in the Hornolidečsko region difficult. A new road here would bring a perceived improvement in the traffic situation, unlike in the Vizovicko region. These spatial factors have also been shown to influence other perceptions of the project, such as concerns about noise, emissions and others. Also the influence of the NIMBY phenomenon became apparent, with some people responding here primarily on the basis of their current situation, despite public concern. The results showed that most of the disputes in the area could be resolved at the cost of the very expensive highway and road in tunnels option. Also, concessions to private interests or improvements in the ability of organisations to communicate and increase credibility in their actions would be needed. These results of the work can be used in the future to prevent disputes in the creation of the D49 motorway and the I/49 road in the area of the Vizovice Uplands area.
