Understanding and Protection of Landscape Character in Selected European Countries

Abstract:

Tato práce informuje, na základě Evropské úmluvy o krajině, o chápání pojmu „krajinný ráz“ a o možnostech a způsobech ochrany krajinného rázu ve vybraných evropských zemích. Pojem „krajinný ráz“ je nesnadné definovat, a to především vzhledem k jeho subjektivnosti, tedy tomu, že každý člověk ho může chápat rozdílně. Dále je obtížné tento pojem vymezit a aplikovat na různé typy kulturních krajin, pro jeho samotnou podstatu, a sice že krajinný ráz je specifikum každé krajiny, tedy to, čím se jednotlivé krajiny od sebe liší. Krajinný ráz má ale i druhou rovinu, objektivně zhodnotitelnou. Objektivně lze zhodnotit přírodní, historické či kulturní charakteristiky krajinného rázu. Při ochraně krajinného rázu je nutná souhra objektivního i subjektivního, široká spolupráce expertů i laiků, protože ti všichni jej utváří a stopy jejich existence v krajině jsou jeho součástí. Bez lidí, obyvatel krajiny, by nebyl krajinný ráz. Jejich zapojení je tedy nutným předpokladem jeho ochrany.

Abstract:

This thesis informs, based on The European Landscape Convention, on understanding „landscape character“ and the possibilities and ways of landscape character protection in selected European countries. It is not easy to define „landscape character“, and that is especially due to its subjectivity, that means that everyone may understand „landscape character in a different way. Further, it is difficult to specify „landscape character“ and then apply its definition on different types of cultural landscapes, for its principle itself, and that is that landscape character is the specifics of every landscape, that is what differs one landscape from another. However, landscape character has another „level“ that we can assess objectively. For instance, objectively we can assess natural, historical, or cultural characteristics of landscape character. In landscape character protection there is an interplay needed between what is objective and subjective, and there is a huge cooperation needed between experts and lay people, because they are who create a landscape character and the footprints of their existence in a landscape form landscape character. There will not be any landscape character without people, the inhabitants of landscape. Their participation is therefore a prerequisite of its protection.
