Energy security of Caspian region

Abstract:

Energetická bezpečnost a status kaspického moře je jedním z klíčových elementů v energetické politice kaspických států. Rozdilná stanoviska sousedních států u kaspického moře brzdí tzv. „ mega projekty“ z tohoto regionu směřující do Evropy. Jsou pět kaspických států, které mají různé názory na rozdělení moře do národních sektorů, které ztěžují realizaci energetických projektů a zpomalují rozvoj regionu. Při bádání otazek kolem statusu Kaspického moře můžeme vidět skutečné zájamy velmocí (jak supervelmaci tak regionálních velmoci) za „Kaspickou hrou“. Hlavním cílem bádání je objasnění klíčových momentů národních zájmů kaspických států pro pochopení energetické politiky kaspických států a jejích vliv na tuto politiku. Hlavní tézí disertační práci je, že energetická bezpečnost Kaspického regionu je nedílnou součástí světové (mezinárodní) bezpečnostní koncepce a má globální povahu, proto je třeba nahlížet na tuto otázku z hlediska všeobecného konceptu bezpečnostní politiky a geopolitiky.

Abstract:

Energy Security and Status of the Caspian Sea is one of the key elements in the whole energy policies of the Caspian states. The different positions of the boarder states on the Caspian Sea undermine the “mega energy projects” from this area towards European markets. There are five Caspian states, and each of them has its own view of how to divide the sea into national sectors, which makes difficult the realization of energy projects, and slows down the development of the region. While researching the status of Caspian Sea we realized the true clash of geopolitical interests of the powers (either superpowers or regional powers) behind the “Caspian game”. The main goal of the study is to present the key elements of national interests of the Caspian states in order to understand their influence on European energy policies. The main thesis of the doctoral work is that the phenomenon of Energy security is a part of International security concept and has a global character, that is why this issue must be seen as a general concept of the Energy policy and Geopolitics.
