Financing of Fire Protection in the Czech Republic

Abstract:

Práce charakterizuje rozdělení druhů jednotek požární ochrany na území České republiky a jejich financování. Představuje celosvětový vývoj hasičských sborů v závislosti na jejich zajištění finančními prostředky. Poukazuje na významnou složku z oblasti pojišťovnictví, která se v naší zemi významně podílela na fungujícím systému požární ochrany v předválečném i poválečném Československu. V novodobé historii tato úloha pojišťovacích společností významně klesla. Nyní tento způsob nabízí možnost efektivního navýšení finančních prostředků jednotek požární ochrany. Každá hasičská jednotka, existující na území našeho státu, má rozličný charakter své působnosti a tvorba naplnění jejího rozpočtu je značně nejednotná, zejména v závislosti na svém zřizovateli. Pro srovnání jsou zde představeny i způsoby financování hasičů v různých státech světa. Je však téměř nemožné - a bylo by i neefektivní - snažit se implementovat některý zahraniční model do oblasti České republiky. Historický vývoj, odlišná činnost i struktura zajištění požární ochrany jednotlivých států toto neumožňuje. Neustálé snižovaní státního rozpočtu v oblasti financování jednotek požární ochrany však nutí k hledání alternativních možností. Jako nejefektivnější se jeví využití povinně odváděných příspěvků ze zisků pojišťoven.

Abstract:

The Bachelor´s Thesis describes the distribution and categories of fire protection units in the Czech Republic and their funding. There is introduced the global development of the fire departments depending on the security funds. It points at a significant insurance part which used to participate in the operating system of the fire protection in Czechoslovakia before and after the World War II. This role of insurance companies has decreased in modern history. Nowadays this method offers a possibility of an effective increase in funding of the fire protection units. Each fire unit existing in our country has a diverse way of its scope, and the creation of the budgets for them is not united, especially it depends on their founders. To compare that there are also introduced the ways of financing of firemen in different countries of the world. But it is nearly impossible, and it would even be inefficient to try to implement a foreign model to the Czech Republic. The historical development, different activity and structure providing fire protection of individual states do not allow that. The unstable state budget reduction in fire protection forces to search for alternatives. The most effective seems to be the use of compulsory contributions from profits of the insurance companies.
