Existential Risks for Humanity

Abstract:

Tato bakalářská práce se zaměřuje na problematiku globálních a existenčních rizik v oblasti environmentální bezpečnosti a ochrany obyvatelstva. V teoretické části jsou popsána globální a existenční rizika, včetně rizik katastrof přírodního a antropogenního původu a použití jaderných zbraní jako existenčního rizika. Dále je diskutováno zohlednění těchto rizik v aktuální koncepci environmentální bezpečnosti a ochrany obyvatelstva v ČR a také problematika umělé inteligence jako existenční hrozby včetně zákona o kybernetické bezpečnosti v ČR a aktivit spojených s panelem OSN pro digitální spolupráci. V praktické části jsou provedeny analýzy rizik souvisejících s hrozbou nukleárního konfliktu a masivním nasazením a nezvládnutím umělé inteligence. Tyto analýzy jsou provedeny pomocí metody what-if analýzy a SWOT analýzy. V diskusi jsou prezentovány výsledky těchto analýz a diskutovány možnosti prevence a řešení těchto rizik.

Abstract:

This bachelor thesis focuses on global and existential risks in the field of environmental safety and security. The theoretical part describes global and existential risks, including disaster risks of natural and anthropogenic origin and the use of nuclear weapons as an existential risk. Furthermore, the consideration of these risks in the current concept of environmental security and protection of the population in the Czech Republic is discussed, as well as the issue of artificial intelligence as an existential threat, including the law on cyber security in the Czech Republic and activities related to the UN panel on digital cooperation. In the practical part, risk analyses related to the threat of nuclear conflict and massive deployment and mismanagement of artificial intelligence are conducted. These analyses are carried out using the method of what-if analysis and SWOT analysis. The results of these analyses are presented and options for preventing and addressing these risks are discussed.
