Development of EC and EU institutions during the integration process

Abstract:

Bakalářská práce je zaměřena na institucionální stránku Evropských společenství a Evropské unie. Pozornost je věnována především orgánům: Evropský parlament, Rada Evropské unie, Komise, Soudní dvůr Evropské unie, Evropský účetní dvůr, Hospodářský a sociální výbor a Výbor regionů. Bakalářská práce charakterizuje a porovnává změny v průběhu integračního procesu v působnosti Evropských společenství, růstu počtu členských zemí a změn v kompetencích vybraných institucí, porovnává úkoly a strukturu orgánů Evropské unie v rozhodovacím procesu. K dosažení cíle bakalářské práce jsem použila metodu analýzy dokumentů, zejména smluv Evropských společenství a Evropské unie a komparativní neboli porovnávací metodu pro porovnání vývoje jednotlivých institucí. Souhrnné porovnání vývoje vybraných institucí, vypracované na základě smluvních dokumentů Evropské unie je uvedeno v závěru třetí části bakalářské práce formou přehledné tabulky. Porovnání vystihuje vliv smluv Evropské unie na působnost jejích institucí, čímž utváří obraz jejich postupného vývoje. V bakalářské práci jsem také vyhodnotila i stav vybraných institucí v jejich aktuální podobě, tedy poslední známé vývojové fázi.

Abstract:

The thesis focuses on the institutional aspect of the European Communities and the European Union. Attention is paid mainly to the institutions: the European Parliament, the Council of the European Union, the Commission, the Court of Justice of the European Union, the European Court of Auditors, the Economic and Social Committee and the Committee of the Regions. The thesis describes and compares the changes during the integration process within the competence of the European Communities, the growth of the number of member states and changes in the competencies of the selected institutions, compares the tasks and the structure of the European Union bodies in the decision-making process. To achieve the aim of my thesis, I used a method of analyzing documents, in particular the Treaties of the European Communities and the European Union, and a comparative method for comparing the development of individual institutions. A summary comparison of the development of selected institutions, drawn up on the basis of the contractual documents of the European Union, is presented in the conclusion of the third part of the thesis in the form of a table. The comparison describes the effect of the European Union's Treaties on the competence of its institutions, thus forming a picture of their gradual development. In the thesis I also evaluated the status of selected institutions in their current form, the last known development phase.
