Changes in the Performance of the National Administration in the Field of State Social Support in 1995 - 2018

Abstract:

Diplomová práce se zabývá problematikou státní sociální podpory, která je jedním z pilířů sociálního zabezpečení a nástrojem sociální politiky státu. Teoretická část objasňuje sociální politiku a popisuje průběh její transformace po roce 1989, která vedla ke vzniku státní sociální podpory. Poskytuje informace o nejdůležitějších novelizacích zákona č. 117/1995 Sb., o státní sociální podpoře, ke kterým od účinnosti zákona došlo. V praktické části jsou zjišťovány důvody, které vedly ke změnám státní sociální podpory a následně analyzovány počty vyplacených dávek a výdaje na tyto dávky s ohledem na provedené novelizace. Zjištěné statistické údaje jsou dále komparovány s jinými statistickými ukazateli a právními instituty.

Abstract:

The thesis deals with the issue of State Social Support, which is one of the pillars of social security and an instrument of the state social policy. The theoretical part explains social policy and describes its transformation process after 1989 resulting in the establishment of the State Social Support. The theoretical part provides information on the most important amendments to Act No. 117/1995 Coll., On State Social Support, that have occurred since the Act came into effect. The practical part deals with the reasons leading to changes in State Social Support. The numbers of benefits paid and the expenditure on these benefits resulting from the amendments are analysed. The obtained statistical data are compared with other statistical indicators and legal institutes.
