Corruption of the Police Czech republic

Abstract:

Tato bakalářská práce je zaměřena na korupci v policii České republiky. Je zde definován pojem korupce a její charakteristika. Prostor je věnován též trestněprávní úpravě korupce s širším pohledem na vybrané trestné činy, kterých se dopouští policisté v souvislosti s korupcí. Dále analýzou tohoto korupčního chování policistů a jejich příčin. Podstatou práce je ukázat a na příkladech z praxe a pojmenovat míru korupce policie České republiky a jaké důsledky přináší korupce jednotlivci, státu i celé společnosti. Pomocí statistického srovnání, posoudit rozsah korupce v řadách policie v rozmezí několika posledních let. Část práce je věnována postavení policie v České republice, zvláště pravomoci Inspekce policie České republiky, při odhalování a prověřování skutečností nasvědčujících tomu, že byl spáchán trestný čin, jehož pachatelem je policista nebo zaměstnanec Policie. Závěrem jsou uvedeny příklady možné prevence korupce v řadách české policie, kterými jsou nástroje vlády, policie a nevládních organizací v boji proti korupci.

Abstract:

This Bachelor’s Thesis concentrates particularly on corruption in the Police of the Czech Republic. It defines and characterizes the term “corruption”. The work also deals with the criminal law aspects of corruption and wider view on selected criminal offences committed by policemen in connection with corruption. There is also an analysis of corrupt practises of policemen and causes thereof. The Thesis’ aim is to show actual events and name the rate of corruption in the Czech Police as well as the consequences it brings to the individuals, the state and the society and, with the help of statistical comparison, to assess the scope of corruption in the Czech Police during the last several years. A part of the Thesis is dedicated to the role of the Police in the Czech Republic, particularly the authority of the Inspection of the Police of the Czech Republic in disclosing and investigating the facts indicating a criminal offence having been committed by a policeman or employee of the Police. The Thesis is concluded with examples of possible preventive measures against corrupt practices in the Czech Police, such as tools the government, Police and non-government organisations may use in their fight against corruption.
