The tragedy of the commons or the tragedy of private property? Management of ecosystems in private ownership vs. stewardship of the commons - a reflexive comparison

Abstract:

The topic of this work is the ownership of natural ecosystems in the context of their sustainability. The text indirectly responds to the hypothesis of American biologist Garret Hardin, who claims that community ownership (in English academic literature often termed ´commons´) is responsible for exploitation of natural ecosystems. According to Hardin and most mainstream neoliberal authors the solution is the institution of private ownership. The aim of this work is to present and compare these two forms of ownership and their conceptualization from the perspective of mainstream and more heterodox economic thinking. The author is discusses the different historical roots and value orientation of these proprietary modes with an emphasis on the context of the discourse of managing natural ecosystems. In the conclusion, the author presents the concept of the commons as one of the supporting pillars of an alternative paradigm.

Abstract:

Práca sa venuje téme vlastníctva prírodných ekosystémov v kontexte ich udržateľnosti. Text nepriamo reaguje na hypotézu amerického biológa Garreta Hardina, podľa ktorého je za exploatáciu prírodnych ekosystémov zodpovedný režim komunitného vlastníctva (v anglofónnej odbornej literatúre je zaužívaný pojem ´commons´). Východiskom z tejto situácie je podľa Hardina a stredoprúdových, neoliberálne orientovaných autorov inštitúcia súkromného vlastníctva. Cieľom práce je predstaviť a porovnať obidve formy vlastníctva a ich konceptualizáciu z pohľadu myšlienkových smerov ovplyvnených stredoprúdovým a rôzne radikálne heterodoxným ekonomickým myslením. Autor sa snaží poukázať na odlišné historické korene ako aj hodnotovú orientáciu týchto vlastníckych režimov s dôrazom na kontext diskurzu o správe prírodných ekosystémov. V závere práce autor prezentuje koncept commons ako jeden z nosných pilierov alternatívnej paradigmy.
