Failed state as a security threat and a source of instability - a comparison of Somalia failure impacts on Ethiopia and Kenya

Abstract:

Padlý stát představuje bezpečnostní hrozbu na globální i regionální úrovni. Se selháním státu je spojeno mnoho hrozeb, které se mohou přelévat do sousedních států. Práce komparuje následky selhání Somálska na bezpečnost Etiopie a Keni a hlavním cílem práce je potvrdit nebo vyvrátit hypotézu, která zní: „Selhání státu v Somálsku negativně ovlivňuje bezpečnost sousedních zemí v míře, která může ve vojensko-politické sféře vést až k destabilizaci a válce. Mezi sousedními zeměmi Somálska – Etiopií a Keňou, jsou z historických a geopolitických důvodů očekávané negativnější následky v Etiopii.“ Komparace probíhá v rámci indikátorů, mezi které patří: terorismus, organizovaný zločin (proliferace zbraní, pašování a padělání zboží, pirátství) a masivní pohyb uprchlíků. Dále je analyzován ekonomický dopad selhání státu na sousední země.

Abstract:

A failed state represents a security threat at both global and regional level. There are many threats posed by failing states, that can spill over into neighbouring states. The paper compares the impacts of the failure of Somalia on the security of Ethiopia and Kenya. The main purpose of this paper is to confirm or refute the hypothesis which states: “State failure in Somalia has negative effects on the security of neighbouring countries to the extent that can – in the military-political sphere – lead to destabilisation and war. Between two neighbouring countries of Somalia – Ethiopia and Kenya – it is Ethiopia where, for historical and geopolitical reasons, more negative impacts are expected. The comparison is performed within framework of indicators which include: terrorism, organized crime (proliferation of weapons, smuggling and counterfeiting, pirating) and massive movement of refugees. Further, the paper examines the impact of state failure on the economy of the neighbouring countries.
