Abstract:

Diplomová práce se zabývá kontrolními mechanismy zapsaného spolku Junák - český skaut. V úvodu je charakterizováno postavení neziskového sektoru a následná charakteristika vybraných neziskových organizací se zaměřením na zapsané spolky. Práce dále pojednává o organizační struktuře a hospodaření Junáka. Následující kapitola je věnována vnitřním kontrolnímu systému. Jsou zde přiblížena pravidla upravující hospodaření v Junáku, inventarizace majetku a závazků a vzdělávání činovníků v hospodářské, organizační a revizní oblasti. Následující kapitola je zaměřena na útvar interního auditu, který tvoří v Junáku revizní komise. Kapitola se blíže zaměřuje na důvody vytvoření útvaru interního auditu v neziskových organizacích, specifika interního auditu v Junáku, druhy revizních komisí a v neposlední řadě na činnost revizních komisí. Závěrečná část je věnována praktickému výzkumu mezi skautskými činovníky zabývající se funkčností kontrolních mechanismů uvnitř organizace.

Abstract:

This thesis deals with the control mechanisms of the statutory federation Junák - český skaut. The introduction contains a characterization of the position of the non-profit sector and non-profit organizations while focusing on statutory federations. This thesis further describes the organization structure and management of Junák. The next chapter is dedicated to the internal control system. It provides in insight into the rules regulating management in Junák, stocktaking of assets and liabilities, educating functionaries in management, organization and auditing. This is followed by a chapter that examines internal audit. It focuses on the reasons for setting up an internal audit department in non-profit organizations, specifically internal audit in Junák, types of auditing boards and activity of these auditing boards. The final part offers a practical study among scout functionaries, looking at the functionality of the control mechanisms inside scout organizations.
