Civil Protection and Active Reserve of the Czech Republic

Abstract:

Diplomová práce pojednává o dvou termínech spojených s obranou občanů České republiky, civilní ochrana a Aktivní záloha. Zmíněny jsou jejich jednotlivé úkoly i vzájemné cíle. Cílem je odhalit společné prvky, které mohou vést k ideální kooperaci. Výstupem je plán kolektivního cvičení personálu vybrané instituce civilní ochrany a příslušníky jednotky Aktivní zálohy. K vypracování je využito analýzy strategických dokumentů a rozborů již proběhlých cvičení. Význam cvičení spočívá ve zdokonalení činností ochrany obyvatelstva a spolupráce vedoucí ke snížení rizik a urychlenému naplnění úkolů. K naplnění cílů práce bylo využito analýz SWOT, ETA, FTA, a byly vypracovány dotazník a kontrolní seznam.

Abstract:

The thesis deals with two terms related to the defence of the citizens of the Czech Republic, civil protection and Active Reserve. Their respective tasks as well as their mutual goals are mentioned. The aim is to reveal common elements that can lead to an ideal cooperation. The result is a plan for a collective exercise of personnel of a selected civil protection institution and members of a unit of the Active Reserve. The methods used are analysis of strategic documents and studies of already conducted exercises. The purpose of the exercise is to perfect public protection tasks and cooperation leading to the reduction of risks and accelerated completion of objectives. To fulfil the aims of the thesis SWOT, ETA, FTA analyses were used and a questionnaire and checklist were drafted.
