Abstract:

Diplomová práce se zabývá problematikou podpory napojení logistických center na železniční dopravu. Tato problematika je v současné době velmi aktuální, neboť železniční přeprava získává čím dál větší váhu a důležitost, jak z hlediska velkého objemu přepraveného zboží v jednom vlaku, tak i v pozitivním vlivu na životní prostředí. Tento růst by se dal ještě zvýšit výstavbou železničních vleček přímo do logistických areálů nebo parků. Diplomová práce je rozdělena na pět částí, a to na logistická centra (jejich úkoly a vybavení), analýzu napojení logistických center v České republice na železniční síť, na návrhy opatření a nakonec provedu zhodnocení návrhů. V první části mé práce se zabývám teoretickými pojmy z oblasti logistiky. Dále charakterizuji termíny, jako logistické centrum a jeho druhy, veřejné logistické centrum a funkce těchto center. Při výstavbě vlečky se musí samozřejmě zohlednit legislativní rámec, do kterého patří např. územní plánování. V další kapitole bude provedena analýza současné situace logistických center a parků v České republice a jejich napojení na vlečku a železniční síť (počet center, jejich lokace, možnost napojení na železnici, atd.). Poté se zabývá zákony, operačními programy doprava a programem na podporu a revitalizaci vleček, kde se mapuje současná podpora logistiky a vleček. Poslední kapitola obsahuje shrnutí a návrh opatření, které by mělo vést k větší míře podpory a respektu k logistice, logistickým centrům a železničním vlečkám. Potřebné informace k vypracování jednotlivých částí jsou čerpány především z knižních publikací, internetových stránek Ministerstva dopravy a Operačního programu Doprava.

Abstract:

The thesis I will address the issue of supporting the connection of logistics centers to rail transport. This issue is currently very topical, since rail transport keeps gaining on weight and importance, both from the point of view of a large volume of goods carried in one of the train, and the positive effect on the environment. This growth could be further increased by constructing railway cars directly in logistical areas or parks. The thesis is divided into five parts, the logistics centers (their tasks and equipment), the analysis of the connection of logistics centers in Czech Republic to the rail network, on the proposed measures and finally on their assessment. In the first part of my thesis is described the theoretical concepts from the field of logistics. Next is characterised the terms such as logistics center and its types, public logistics center, and the functions of these centres. During construction of the railroad car, the legislative framework must of course be taken into account, including for example territorial planning. In the next chapter I will analyse the current situation of logistics centers and parks in the Czech Republic and their connection to the train and the rail network (the number of centres, their location, the possibility of connection to the rail, etc.). Then I will address laws, operational programmes and the programme to support and revitalise the railroad cars., where I will try to map the current logistics support and railroad cars. In the last chapter I do a summary and propose measures which should lead to an increased level of support and respect for the logistics, logistics centers and railway cars.. The necessary information for the individual parts will be mostly drawn from books, the web page of the Ministry of transport and the Transport Operational Programme.
