Abstract:

Pavelka, R. Politický cyklus a vládní výdaje v zemích Visegrádské skupiny. Bakalářská práce. Brno: Mendelova univerzita v Brně, 2018.Bakalářská práce se zabývá problematikou politických cyklů v zemích Vise-grádské skupiny, které vznikají na základě vládních selhání a souvisí tak s krátkodobou fiskální politikou. Dále popisuje vládní systémy spolu s rozborem výsledků parlamentních voleb a vývojem sald. V rámci empirické analýzy je v období 1999-2014 zkoumán výskyt politicko-rozpočtového cyklu v zemích Vise-grádské skupiny pomocí analýzy časových řad vládních výdajů a kontrolních pro-měnných. Dalším cílem této práce je i zjistit, jestli ideologie vládních koalic má podstatný vliv na změnu vládních výdajů, které jsou hlavním zkoumaným prvkem empirické analýzy. Z výsledků empirické analýzy je pak nalezen vliv politicko-rozpočtového cyklu u Maďarska a také vliv vládních koalic na vládní výdaje v Pol-sku. V České republice a na Slovensku nebyla přítomnost PBC dokázána.

Brno: Mendel University, 2018.This bachelor thesis deals with issues of political cycles in the Visegrad group countries, which arise on the basis of the government failures and are related to short-term fiscal policy. It also describes government systems, together with a parsing of the results of parliamentary elections and the development of net lend-ing/net borrowing. The framework of empirical analysis is a period of 1999-2014 where occurrence of political-budget cycle in the Visegrad group countries with the help of time series analysis of government expenditures and control variables. Another goal of the thesis is to identify whether the ideology of the governmental coalition has a major influence on the change in government spending, which is the main research element of empirical analysis. From the results of the empirical analysis, is found the influence of the political-budget cycle in Hungary and the influence of the governmental coalitions on government spending in Poland. In the Czech Republic and Slovakia, the presence of PBC was not proven.
