Development of municipalities and rural areas in the context of EU funds

Abstract:

Cílem práce je zhodnotit problematiku strukturálních fondů EU z hlediska rozvoje obcí a venkova. Práce se zabývá Evropským fondem pro regionální rozvoj a Evropským zemědělským fondem pro rozvoj venkova a dále pak operačními programy (cíle, priority, opatření), jež jsou z těchto fondů nejvíce financovány (PRV, IROP, INTERREG). Dále je zkoumán současný stav obcí a venkova na úrovni Moravskoslezského kraje. Druhá část práce se zaměřuje na možnosti rozvoje vybrané příhraniční obce, zhodnocuje její dosavadní stav a využívání finančních prostředků z EU. Na závěr je vypracovaná případová studie zaměřující se na rozvoj cestovního ruchu v obci a okolí, jež by odpovídala strategickému rozvoji obce a zároveň tak udává postup při sestavování projektového záměru.

Abstract:

The aim of the thesis is to evaluate the problem of structural funds in the EU from the point of view of development in municipalities and rural areas. The thesis looks into European Regional Development Fund and European Agricultural Fund For Rural Development and it follows up with operational programs (Rural development IROP, INTERREG), which are from these funds financed the most, and also concerning its priorities. There is also mentioned current socio-economic situation of municipalities in Moravian-Silesian region. The second part of this thesis is focused on possibilities of development of selected municipality in the border area. It evaluates its current situation from the perspective of using EU funds. In the end it was elaborated a case study focusing on the development of tourism in the village and in its surroundings, which would correspond to the strategic development of the municipality and at the same time it gives a method for drawing up the project plan that could be used in the future.
