Development of excise duty on the alcoholic beverages in the Czech Republic

Abstract:

Předmětem diplomové práce „Vývoj spotřební daně z alkoholických nápojů v České republice“ je na základě daňového práva, teoretických poznatků a vlastních výpočtů prozkoumat spotřební daně v České republice se zaměřením na daň z alkoholických nápojů za posledních 20 let. Práci lze rozdělit na teoretickou a praktickou část. V teoretické části jsou vymezeny základní pojmy daní, historický vývoj spotřebních daní a jejich sazeb, také oblast harmonizace v Evropské unii a legislativní úprava v České republice. Praktická část analyzuje vliv spotřebních daní na spotřebu alkoholických nápojů a jejich cenu, na státní rozpočet a také na výši vypočtené daně pro určené výrobky. Další kapitola je věnována ekonometrickému modelu spotřeby v závislosti na sazbě daně. V závěrečné části práce jsou shrnuty dosavadní poznatky a poskytnuta doporučení pro daňovou politiku.

Abstract:

The goal of the submitted thesis: “Development of excise duty on the alcoholic beverages in the Czech Republic” is to examine excise duties in the Czech Republic based on tax law, theoretical knowledge and own calculations, with a focus on the tax on alcoholic beverages in the last 20 years. The thesis can be divided into a theoretical and a practical part. The theoretical part defines the basic tax concepts, the historical development of excise duties and their rates, the area of harmonization in the European Union and the legislative regulation in the Czech Republic. The practical part analyses the effect of excise duties on the consumption of alcoholic beverages and on their price, on the state budget and on the amount of calculated tax for the specified products. The following chapter is focused on the econometric model of consumption depending on the tax rate. In the final section the existing findings are summarized and recommendations for the tax policy are provided.
