Analysis of the municipality / town economy in 2012 - 2017, performed on the example of the Prague 7 City District

Abstract:

Tato bakalářská práce se věnuje problematice rozpočtového procesu a finančního hospodaření místních samospráv a to na úrovni obcí. Práce je rozdělena na část teoretickou a praktickou. Popisuje všeobecná pravidla, skladbu, náležitosti a legislativní rámec rozpočtového procesu obcí. Dále přibližuje nejdůležitější aspekty finančního hospodaření obecních samospráv v rámci podmínek veřejné rozpočtové soustavy České republiky. Reálné hospodaření samosprávy je analyzováno a hodnoceno na příkladu Městské části Praha 7. Jsou stanoveny hlavní trendy ve vývoji hospodaření a uvedena doporučení autora k budoucímu zdravému vývoji finančního hospodaření a jeho stabilizaci. Pro větší názornost a přiblížení jednotlivých rozpočtových veličin a jejich finančních objemů ve sledovaném časovém období je práce doplněna o příslušné grafy a schémata.

Abstract:

This bachelor thesis deals with the issue of the budgeting process and financial management of the local administration at the municipal level. The thesis is divided into a theoretical and a practical part. General rules, composition, requisites and legislative framework of the municipal budget process are included. It also focuses on the most important aspects of the financial management of the local self-government under the conditions of the Budgetary system of the Czech Republic. The real economy of the local administration is analyzed and evaluated on the example of the Municipal district of Prague 7. The main trends in the development of the economy are set out and accompanied by the author's recommendation about the future sound financial development and its stabilization. For greater clarity and illustration of individual budget variables and their financial volumes in the monitored period of time, the work is supplemented with the relevant charts and diagrams.
