Employer and Business Interest Groups in the Czech Republic: promoting Organized Interests

Abstract:

Cílem práce je analyzovat strategie zájmových skupin a identifikovat (alespoň některé) faktory, které ovlivňují jejich volbu. Text zkoumá primárně strategie zaměřené na byrokratickou a politickou elitou. Zkoumanou skupinu zájmových skupin tvoří zaměstnavatelské a podnikatelské organizace působící na národní úrovni v České republice. Dílčím cílem práce je proto také zhodnocení rozdílů mezi zaměstnavatelskými organizacemi a dalšími skupinami, které zastupují podnikatele. Na základě teorie insider – outsider bylo formulováno pět předpokladů, které se práce snaží potvrdit. 1) Mezi zaměstnavatelskými a podnikatelskými skupinami existuje rozdíl ve volbě a četnosti využití strategií. 2) Zaměstnavatelské organizace jsou více institucionálně inkorporovány do rozhodovacího procesu než podnikatelské organizace. 3) Míra institucionální inkorporace souvisí s volbou strategií. 4) Čím více je skupina institucionálně inkorporována do rozhodovacího procesu, tím více využívá insider strategie. 5) Čím méně je skupina institucionálně inkorporována do rozhodovacího procesu, tím více využívá outsider strategie. Datová báze práce vychází z dotazníkového šetření „Organizace zastupující zaměstnavatele a podnikatele“ provedeného autorkou v lednu a únoru roku 2010. Osloveno bylo celkem 239, vyplněný dotazník se podařilo získat od 91 skupin. Primární metodou zpracování dat je korelační analýza.

Abstract:

The main aim of the text is to analyze the strategies interest groups use to promote their interests and identify at least some of the variables influencing their choice. The primary focus of the text is on strategies directed at the decision makers. The research included interest groups representing business and employer interests at the national level in the Czech Republic. The secondary research goal is thus to analyze the differences between groups representing employers and groups representing business in general. Five assumptions were formed based on the insider – outsider theory. 1) There is a difference between how employer and general business groups pursue their interests. 2) Employer groups are more institutionally incorporated into the decision making process then business groups. 3) The level of institutional incorporation is connected with the choice of strategies. 4) The higher the level of group’s institutional incorporation into the decision making process, the more it uses insider strategies. 5) The lower the level of group’s institutional incorporation into the decision making process, the more it uses outsider strategies. The data matrix used in the analyses comes from questionnaire research conducted by the author in January and February 2010. The questionnaire was send to 239 representatives of interest groups, 91 filled questionnaires were returned. The prevailing statistical tool is correlation analysis.
