Bakalářská práce se zaměřuje na zvláštní orgány obcí a krajů. V práci je nejdříve popsaná veřejná správa, aby se vymezila oblast, ve které se toto téma nachází. Následně práce popisuje přenesenou působnost územních samosprávných celků, díky kterým se zvláštní orgány obcí a krajů zřizují.
