Active ageing as policy for ageing society

Abstract:

Populace České republiky se od roku 1989, kdy zde došlo ke změně politického režimu, stala jednou z nejrychleji stárnoucích populací na světě. Podle demografických prognóz jde přitom o proces nezvratný, a to za stavu, kdy společnost uchovává svůj negativní pohled na stáří a stárnutí. V zájmu přípravy populace na stárnutí je proto třeba změnit tento pohled jak v rovině institucionální, tak v rovině individuálního pojímání fenoménu stáří. Jinými slovy je třeba umožnit seniorům prožít aktivní a produktivní stáří ve věkově inkluzivní společnosti, což je cílem politik aktivního stárnutí. Tato diplomová práce se proto snaží nastínit teoretické základy konceptu aktivního stárnutí a problémy s implementací tohoto konceptu do praxe spojené, a to jak v České republice, tak v evropském kontextu. Prostředkem k mezinárodnímu srovnání je zde souhrn výstupů z výzkumného projektu ActivAge, který proběhl v letech 2002-2005 v desíti vybraných evropských zemích. V českém prostředí je pak stěžejním dokumentem Národní program přípravy na stárnutí. Politiky aktivního stárnutí, mají-li účinně řešit situaci celosvětového demografického stárnutí, musejí koncepčně zahrnovat všechny fáze lidského života a všechny společenské oblasti, ať už jde o vzdělávání, trh práce, bydlení, dopravu, zdravotní péči či odpočinek. Jak ale konstatují odborníci, v současnosti je ve většině zemí včetně České republiky příprava na stárnutí zužována především na oblast penzijních systémů. Toto pojetí však z dlouhodobého hlediska nepředstavuje řešení a nese s sebou riziko hluboké polarizace společnosti a poklesu společenské a mezigenerační solidarity.

Abstract:

Since the revolution in 1989, the population of Czech Republic became one of the fastest ageing populations in the world. According to demographic predictions it is an irreversible process. Furthermore this process is taking place in a society which keeps negative view on old age and ageing. In scope of preparation of the population for the ageing and its succcessful acceptation, it is necessary to change this negative view not only on the institutional level, but also on the level of individual approach to the phenomenon of old age. In other words it is necessary to provide the elderly with possibility of active and productive life in the age-inclusive society, which is the aim of the active age policy. That is why this diploma paper tries to sketch out theoretical basis of the active age concept and problems linked with it's implementation in the Czech and in the European context. Summary of outputs of the research project ActivAge, which took place from 2002 to 2005, is used here as an instrument of international comparison. The National Programme of Preparation for Ageing is then a pivotal document in the Czech milieu. If the policies of active ageing have to solve the situation of the global demographic ageing, it must encompass all periods of human life and all societal areas like education, labour market, housing, transportation, health care or leisure. However, according to the experts, nowadays it is only the pension systems' area to what is narrowed down the whole question of the preparation for ageing in the most of the countries including the Czech Republic. But from the long-term point of view this approach does not represent a solution and it is connected with hazard of the polarization of society and the solidarity decline.
