Abstract:

Název: Vliv globalizace a demografického stárnutí na přetváření politiky zaměstnanosti v Evropě s ohledem na zaměstnávání starších pracovníků Počet slov: 180381 Cílem práce je charakterizovat zaměstnanost starších pracovníků na pracovním trhu, zhodnotit utváření evropské politiky zaměstnanosti zaměřené na starší pracovníky a v tomto kontextu představit trendy, kterými se ubírá Česká republika při řešení nezaměstnanosti pracovníků starších 50 let. Jde o teoreticko empirickou práci, která je založena na sekundární analýze demograficko statistických ukazatelů a obsahové analýze dokumentů, které charakterizují evropskou i národní politiku. Analýza má ozřejmit problém finanční udržitelnosti systému sociálního zabezpečení a financování penzí, jehož implikací je snaha o zvyšování zaměstnanosti starších pracovníků. Ti jsou přitom znevýhodněnou skupinou hned z několika důvodů. Poprvé vlivem demografického procesu, díky němuž dochází ke stárnutí populace a jehož důsledkem je prodlužování věkové hranice pro odchod do penze, podruhé z hlediska flexibilizace pracovního trhu a zvyšování požadavků na úroveň kvalifikace pracovníků a potřetí z hlediska politiky zaměstnanosti, která při kostrukci jejích programů reflektuje spíše mladší a perspektivnější věkové kategorie.

Title: Globalisation Influences and demographic ageing on employment policy transformation in Europe, with respect on employability of senior workers Number of words:18 381 The objective of the thesis is to characterise employment of senior workers on the labour market, to assess the conception of the European employment policy focused on senior workers and in this context, to introduce the trends that Czech Republic is following when resolving the issue of unemployment of workers aged fifty years and above. It is a theoretical and empirical thesis based on an analysis of the demographic statistical indicators and on a content analysis of the documents which characterise the European as well as national policy. The analysis should elucidate the issue of the financial sustainability of the social security system and pension funding, its implication being the effort to increase employment of older workers. These older workers are a disadvantaged group du to multiple reasons: Firstly, due to impact of the demographic process, owing to which the population is aging, and in consequenceof which the retirementage i being extended. Secondly, due to the flexibilization of the labour market and the growing demands on the level of competency of workers, and thirdly, due to the employment policy, which, when structuring its programmes, more likely reflects the younger an more prospective age categories. Therefore, when increasing employment rates among this age group, a significant role, apart from an active employment policy, is particularly played by financial incentives, without which the current workers in their fifties would become mere expectants waiting for retirement. In connection with the meeting of the Lisabon Strategy objectives, the employment policies implemented in European countries have begun paying attention to senior workers as a potential reserve for achieving economic growth. National Action Plans and Social Inclusion Plans focus on the resolution of the issue according to the circumstances in the individual EU Member States.
