Long-term benefits of an effective anti-corruption policy: a case study of Singapore (1960-present)

Abstract:

Bakalářská práce se věnuje problematice boje proti korupci a jejím vlivu na ekonomický vývoj Singapuru. Cílem práce identifikovat specifický soubor opatření, který Singapuru pomohl dosáhnout statutu jedné z nejméně zkorumpovaných zemí světa. Práce je členěna do čtyř částí. První část představuje problematiku korupce, její dělení, formy, příčiny a dopady na ekonomický rozvoj zemí. V druhé části se práce zabývá obecnými doporučeními v boji proti korupci a mechanismy, které za tímto účelem existují. Ve své třetí části analyzuje práce historický vývoj Singapuru ve vztahu k boji proti korupci, a to analýzou zákona o prevenci korupce (POCA – prevention of Corruption act) a činnosti Singapurské protikorupční agentury na vyšetřování korupce CPIB (corrupt practices investigation bureau). Práce v této části také nachází slabou korelaci mezi vnímanou korupcí a makroekonomickými indikátory jako je HDP na obyvatele Singapuru a přímé zahraniční investice. Práce ve výsledcích své analýzy dochází k závěru, že ke srovnání míry korupce s makroekonomickými indikátory je použitý ukazatel vnímané korupce (CPI) nedostačující. V závěru třetí části se práce zaměřuje na historický vývoj Singapuru ve vztahu ke korupci a výsledná doporučení formuluje v části čtvrté. Ve čtvrté části práce dochází k závěru, že úspěšné úsilí v boji proti korupci, pozorovatelné na příkladu Singapuru je extrémně obtížné plně implementovat v jiných zemích, ale nabízí řadu doporučení, která mají pomoci jiným zemím v jejich protikorupčním úsilí. V závěru práce je studie posouzena a je vyjmenována řada doporučení pro jednotlivé země. Jako stěžejní bod úspěchu v Singapuru je vytyčena spolupráce robustní legislativy a nezávislá protikorupční agentura CPIB spolu s nutností vysokých nároků na představitele země.

Abstract:

The bachelor thesis deals with the issue of corruption and its impact on the economic development of Singapore. The aim of this thesis is to identify a specific set of measures that helped Singapore achieve the status of one of the least corrupt countries in the world. The thesis is divided into four parts. The first part presents the issue of corruption, its types, forms, causes and impact on the economic development of countries. The second part deals with general recommendations in the fight against corruption and mechanisms that exist for this purpose. In the third part, the thesis analyzes the historical development of Singapore in relation to the fight against corruption. The thesis achieves this by analyzing the Prevention of Corruption Act (POCA) and the development of the corrupt practices investigation bureau (CPIB). In this part, the thesis also analyses a weak correlation between perceived corruption and macroeconomic indicators such as GDP per capita in Singapore and foreign direct investment. As the results of its analysis, the thesis concludes that the perceived corruption index (CPI) used to compare the level of corruption with macroeconomic indicators is insufficient. At the end of the third part, the work focuses on the historical development of Singapore in relation to corruption and formulates the resulting recommendations in the fourth part. In the fourth part, the thesis acknowledges that the successful effort in combating corruption in Singapore is extremely difficult to replicate in other countries but offers a variety of recommendations to aid other countries in their anti-corruption efforts. At the end of the thesis, the study is assessed and several recommendations for individual countries are listed. The cooperation of robust legislation and the independent type A anti-corruption agency CPIB, together with the need for establishing high demands on the country's representatives, is identified as the key point of success in Singapore’s efforts.
