Prison-based gerrymandering in the USA

Abstract:

This thesis analyses the political activity of redistricting in the United States of America, called gerrymandering, focusing on the relatively new aspect of prisons and their inmates being included in the local populations. It outlines the history of this phenomenon and its economic and political effects on the affected communities. Furthermore, it explains how recruiting prisoners from the diverse urban communities and moving them to the mostly White rural areas, where most prisons are built, takes political power away from urban communities (and especially ethnic minorities who are the usual victims of the prison system), since their members are often being counted towards rural populations for the purpose of redistricting. Using various statistics such as the latest census, which the decennial redistricting is based on, the results of elections, and the Supreme Court's decisions on the issue, this thesis determines the political, economic, and social impact that prison-based gerrymandering has on the previously mentioned communities. This thesis employs new data about Texas, which is a model state for these issues, to demonstrate how exactly prison-based gerrymandering works.

Tato práce analyzuje politickou aktivitu redistrikce ve Spojených státech amerických, nazývanou gerrymandering, se zaměřením na relativně nový aspekt začleňování věznic a jejich vězňů do místní populace. Nastiňuje historii tohoto fenoménu a jeho ekonomické a politické dopady na postižené komunity. Dále vysvětluje, jak rekrutování vězňů z různých městských komunit a jejich přesun do převážně bílých venkovských oblastí, kde je postavena většina věznic, odebírá politickou moc městským komunitám (a zejména menšinám, které jsou obvyklými oběťmi vězeňského systému), protože jejich členové jsou často započítáváni do venkovského obyvatelstva za účelem přerozdělení. Pomocí různých statistik, jako je poslední sčítání lidu, na kterém je desetileté přerozdělování založeno, výsledky voleb a rozhodnutí Nejvyššího soudu v této věci, tato práce identifikuje politický, ekonomický a sociální dopad, který má gerrymandering ve vězení na dříve zmíněné komunity. Tato práce používá nová data o Texasu, aby ukázala na modelovém státu, jak gerrymandering na základě vězení přesně funguje.
