The working poor in the EU and the Czech Repubic

Abstract:

The master thesis deals with the so called working poor phenomenon. Its main aim is to define and test the set of relevant factors influencing its extent and structure in both European and local Czech context. The working poor are looked at as social problem and specific social group as well. Theoretical part of thesis discusses causal context of the phenomenon and depicts its interconnections with current social theory concepts: new social risks, precariat and new poverty. After reviewing existing knowledge on the issue, three sets of factors are specified – economical, institutional and individual. Also, the analysis of official EU documents where working poor are explicitly mentioned is included. The research of the work consists of two parts; each analyses the problem from different analytical viewpoints: (1) Macro analysis explores the influence of economical and institutional factors on the extent of working poor in the EU member countries; (2) microanalysis is concerned with the effect of individual and household factors in the Czech Republic. It is based on EU-SILC 2011 data and in addition to the analysis of the weight of factors, it also explores the structure of working poor in Czech Republic. The thesis is concluded with remarks on effectivness of existing political tools aimed at working poor.

Abstract:

Magisterská diplomová práca sa zaoberá témou tzv. pracujúcej chudoby. Sociálny problém skúma v európskom ale tiež lokálnom českom kontexte, pričom jej primárnym cieľom je vymedzenie a otestovanie okruhu relevantných faktorov, ktoré ovplyvňujú jej celkový rozsah aj štruktúru. Zaoberá sa teda pracujúcou chudobou ako javom, ale aj pracujúcimi chudobnými ako špecifickou sociálnou skupinou. V úvodnej, teoreticky ladenej časti, sú stručne preberané kauzálne súvislosti javu a načrtnuté paralely s aktuálnymi sociálne vednými konceptmi: novými sociálnymi rizikami, prekariátom a novou chudobou. Na základe rozboru existujúcich poznatkov sú tu vymedzené tri okruhy faktorov – štruktúrne ekonomických, inštitucionálnych a individuálnych. Súčasťou tejto časti práce je aj analýza oficiálnych politických materiálov EÚ, ktoré pracujúcich chudobných explicitne zmieňujú. Výskumná časť práce pozostáva z dvoch častí analyzujúcich problém z dvoch rozdielnych analytických úrovní. (1) Makroanalýza skúma vplyv vymedzených štruktúrne-ekonomických a inštitucionálnych faktorov na rozsah pracujúcej chudoby v členských štátoch EÚ. (2) Mikroanalýza sa zaoberá vplyvom faktorov na úrovni jednotlivcov a ich domácností v ČR. Pracuje s údajmi z panelového výskumu EU-SILC 2011 a popri analýze váhy jednotlivých faktorov skúma tiež štruktúru pracujúcich chudobných v ČR. V závere sú v svetle zistených poznatkov diskutované existujúce politické nástroje a ich efektivita v boji proti chudobe pracujúcich.
