Application of reform changes according to the Commision for Fair Pensions to the pension system of the Czech Republic in the period 2015-2019

Abstract:

Cílem bakalářské práce je aplikace reformních změn dle Komise pro spravedlivé důchody na penzijní systém České republiky mezi lety 2015 a 2019 a následné zhodnocení dopadů těchto změn v rámci tří variant (Spravedlivá, Technická, Úsporná) pro stát a pro jednotlivce. Práce přináší ucelený přehled teoretických znalostí o penzijních systémech a charakterizuje stávající a navrhovaný penzijní systém České republiky. V praktické části je provedena analýza současného systému České republiky, následně je použita metoda modelových penzistů a na závěr jsou zhodnoceny dopady reformních změn pro stát. Práce dochází k závěru, že Spravedlivá varianta reformy by byla výhodná především pro pečující osoby a zároveň by stát byl schopen tuto variantu v letech 2018 a 2019 zafinancovat přebytkem na účtu důchodového pojištění.

Abstract:

The aim of the bachelor thesis is to apply the reform changes according to the Commission for Fair Pensions to the pension system of the Czech Republic between 2015 and 2019 and the subsequent evaluation of the impacts of these changes within three variants (Fair, Technical, Economical) for the state and for individuals. The thesis provides a comprehensive overview of theoretical knowledge about pension systems and characterizes the current and proposed pension system of the Czech Republic. In the practical part, an analysis of the current system of the Czech Republic is performed, then the method of model pensioners is used and finally the effects of reform changes for the state are evaluated. The work concludes that a Fair variant of the reform would be advantageous especially for caregivers and at the same time the state would be able to finance this variant in 2018 and 2019 with a surplus of the pension insurance account.
