Energy Policy of the EU and Energy Interests of the Czech Republic

Abstract:

Předkládaná práce se zaměřuje na tři vzájemně propojené otázky. V prvé řadě popisuje a rozebírá společnou Evropskou energetickou politiku (European energy policy) (EEP), jejíž dynamika je dlouhodobě formována na dvou základních úrovních. V prvé řadě zde dochází k postupnému výraznému prohlubování (komunitacizaci) EEP, zároveň sledujeme kontinuální proces vnitřního vyvažování mezi ekonomickou, environmentální a bezpečnostní dimenzí EEP. Druhou zkoumanou oblastí je potom samotná česká energetika, respektive česká energetická politika; popis jejího historického vývoje, analýza jejich silných a slabých stránek, potenciálu a omezení a také ambic a aktivit klíčových hráčů. Ve třetí syntetizující části se pak text zaměřuje na problematiku českých energetických zájmů; především na to, jakým způsobem zapadají do kontextu EEP a zda jsou či nejsou kompatibilní s jejími základními premisami a prioritami, dále v jakých bodech se rozcházejí a kde naopak konvenují. Z metodologického hlediska je jeden ze základních problémů, které text řeší, přesnější definice zkoumaných úrovní a analytických jednotek první (na EEP zaměřené) části práce. Vnímání EU jako referenčního subjektu a zároveň aktivního hráče totiž vedlo k následující strukturaci výzkumné oblasti. Klíčovými subjekty jsou dvě jednotky analýzy (EU a ČR) zkoumané na dvou úrovních analýzy (vliv EU na ČR a vliv členských států/ČR na EU), přičemž pro text samotný je podstatné, do jaké míry jsou české zájmy formulovány (ovlivňovány) z úrovně EU a do jaké míry autenticky na úrovni ČR. Zkoumání energetické politiky ČR (druhá část textu) potom bylo standardní úkol analýzy policy, která je problematická nikoliv samotnou volbou metody, jako spíše jejím efektivním naplněním. Hrozbou pro věrohodné výsledky výzkumu zde byla věrohodná práce s informacemi, kdy (obzvláště v oblasti energetiky) formální výstupy například vlády či firem nemusí odpovídat reálné situaci. Případným zkreslením bylo předejito násobnou verifikací dat, včetně jejich ověřování s aktéry české energetické politiky. Pro poslední, syntetizující část textu, bylo výzvou už samotné naplnění pojmu český energetický zájem. Vymezení veřejných zájmů (zájmů státu) vůči zahraničí je obtížné z podstaty věci a může být vnímáno z řady teoretických pozic, realismem počínaje a konstruktivismem konče. Navíc stále hrozí nežádoucí osobní vstup badatele, jenž nepřímo do analýzy projektujícího svou představu toho, jak by měl tento zájem vypadat. Tomuto riziku bylo předejito využitím základních priorit nastavených ve Státní energetické koncepci ČR (2010), která má z hlediska politologického výzkumu výraznou výhodu – je výsledkem artikulace a agregace zájmů na národní úrovni a prošla určitou celospolečenskou oponenturou, v zásadě tak reprezentuje (s určitými výjimkami) konsenzus veřejnosti i politické sféry. Z hlediska původního nastavení práce se v textu podařilo jednotlivé cíle naplnit. V prvé řadě byla detailně popsána a analyzována jak evropská, tak i česká energetická politika, včetně vymezení základních trendů vývoje i vnitřní logiky fungování. Byl tak splněn jeden z dílčích cílů práce, tedy napravit aktuální tristní stav absence solidní, věrohodné a komplexní literatury, která by se danou problematikou zabývala. Zároveň byly zhodnoceny energetické zájmy a priority ČR i EU a došlo k vymezení jejich komplementarity či vzájemné neslučitelnosti, čímž se nabízí další využití tohoto výzkumu pro praktický decision-making. Abstract:

This thesis deals with three related issues. First of all, it describes and analyses united European energy policy (EPP). There is a long-term tendency to form two main levels in dynamics of EPP and the first two parts of the thesis are devoted to them. At the first level, the communitarization of EPP is observed together with the process of continuous balancing among its economical, environmental and safety dimesions. The second level consists of the Czech energy itself: the Czech energy policy, its history, fortes and foitles, potencial and limits as well as activities and ambitions of its main actors. The third part of the text synthetizes both levels: it deals with the question of the Czech energy interests, especially the way they cooperate with EPP basic premises and priorities. One of the most important methodological problems of the thesis was to improve definitions of levels and analytical units from the first part of the thesis (devoted to the EPP). Thinking of EU as a reference object and an active actor influenced the structure of the research area. The key subjects are two research units: EU and the Czech Republic. They are also two levels of analysing them: how the EU influences the the Czech Republic and how the member states/ the Czech Republic influences the EU. The main question was to analyse the Czech interests and to what extent they are influeced by EU. The second part of the thesis is devoted to the analysis of the Czech energy policy. The formal government statements do not always suit the real situation, therefore the thrustworthy work with the information was essential at this stage. The multiple data authentication with the Czech energy politicians was a way to avoid the eventual distortions. The challenge of the third part of the thesis was to define the term Czech energy interest. Public interest (state interest) towards the foreing countries is a problematic question itself and can be perceived form many theoretical positions, from realism to constructivism. There was also the unwanted possibility of the influence of researcher's personal opinions, therefore the thesis works with the main priorities of the National energy conception (2010) which should presents the consensus of both public and political communities. The goals of the thesis has been met. The first partial aim was fulfilled by describing both the Czech and European energy policy, including the definition of the inner logic of their functioning and showing the main trends of their development,. Thus the thesis offers credible and thrustworthy information, which hasn't been available. Also EU and CR interests and priorities have been definied, as well as their compatibility rate, which opens possibilities of exploitation of results obtained for decision-making (e.g. state administration or lobbing organisations). Especially examining the effectiveness of the above-mentioned interests would be useful, and for such a follow-up research the author of this thesis offered the necessary guides and methodological tools.
