Municipal Broadband Factors determining the entry of municipal broadband providers into the German telecoms market

Abstract:

Širokopásmové připojení je infrastruktura, přes kterou lze přistupovat k internetu. Jeho všudypřítomná dostupnost bude určovat úspěch digitalizace našich ekonomik a životů. Od otevření evropských telekomunikačních trhů hospodářské soutěži a všeobecného úsilí o privatizaci bývalých většinou národních monopolů se místní vlády v posledním desetiletí stále častěji dostaly na telekomunikační trh a nabízely svým občanům širokopásmové služby. V Německu se jako hlavní hybatel alternativních vysokorychlostních širokopásmových infrastruktur objevily městské energetické společnosti (Stadtwerke), které vlastní příslušná místní vláda. Protichůdná stanoviska v rámci německé monopolní komise naznačují mezeru v chápání úlohy MEU na německém telekomunikačním trhu. Na rozdíl od většiny výzkumů v této oblasti zaujímá tato práce kvantitativní přístup k analýze faktorů, které určují vstup obecních širokopásmových operátorů na místní telekomunikační trhy. Pro tento úkol je sestavena datová sada 709 komunálních elektrických rozvodů ve 13 německých státech, vyjma městských států. Hlavní otázkou zájmu je, zda MEU sledují cíle, které se výrazně liší od cíle maximalizace zisku soukromého sektoru. Současně je analyzován dopad konkurenčního prostředí a regulačního rámce německých států na přítomnost obecního širokopásmového připojení. Práce nalézá podporu pro teorii, že rozhodnutí místních vlád poskytovat služby širokopásmového připojení je založeno na sociálně-ekonomických politických zájmech, zatímco místní vlády jsou zároveň omezeny náklady na zavedení infrastruktury. Výsledky naznačují, že obecní širokopásmové připojení poskytuje dva druhy výstupů, službu a socioekonomický výstup univerzálního a stejného pokrytí. Analýza dále podporuje teorii, podle níž městské širokopásmové sítě vyvolávají konkurenční tlaky na kabelové sítě. A konečně, ustanovení právních řádů německých států omezují místní hospodářskou činnost, rámec se však zdá být příliš složitý a nesoudržný, aby měl měřitelný účinek na skutečnou hospodářskou činnost místních samospráv.

Abstract:

Broadband is the infrastructure over which one can access the Internet. Its ubiquitous availability will determine the success of the digitalization of our economies and lives. Since the opening of European telecommunications markets to competition and universal efforts to privatize former mostly national monopolies, local governments have increasingly entered the telecommunications market and offered broadband services to their citizens over the last decade. In Germany, the municipal electric utilities (Stadtwerke), owned by the respective local government, have emerged as the main driver of alternative high-speed broadband infrastructures. Contradicting opinions within the German Monopoly Commission suggest a gap in the understanding of the role of MEUs in the German telecoms market. Unlike most research in this field, this thesis takes a quantitative approach to analyze factors that determine the entry of municipal broadband operators into local telecoms markets. A data set of 709 municipal electric utilities in 13 German states, excluding the city-states, is has been compiled for that task. The main question of interest is, whether MEUs pursue objectives that are significantly different from the private-sector objective of profit-maximization. Simultaneously, the impact of the competitive environment and the regulatory framework of the German states on the presence of municipal broadband is analyzed. The thesis finds support for the theory that local governments’ decision to provide broadband connection services is driven by socio-economic policy concerns, while at the same time the local governments are constraint by the cost of infrastructure deployment. The results suggest that municipal broadband provides two kinds of outputs, the service and a socio-economic output of universal and equal coverage. Further, the analysis finds support for the theory that municipal broadband networks induce more competitive pressures on cable networks. Last, provisions in the German states’ legal orders are restricting local economic activity, however, the framework seems to be too complex and incoherent to have a measurable effect on the real economic activity of local governments.
