Language skills of the Rescue Department of the Fire Rescue Brigade of the Czech Republic

Abstract:

Tato bakalářská práce se zabývá problematikou z oblasti jazykové vybavenosti příslušníků Záchranného útvaru Hasičského záchranného sboru České republiky (ZÚ HZS ČR). Cílem práce je zmapování jazykové vybavenosti příslušníků ZÚ HZS ČR, zjištění jejich jazykových znalostí a komunikační úrovně. Výstupem této bakalářské práce bude vyhodnocení jejich znalostí, navrhnutí nejlepšího možného řešení při jejich zdokonalování se a sestavení žebříčku dle jejich znalostí, a to s ohledem na možnost předurčení a vyslání na služební misi do zahraničí. Záchranný útvar HZS ČR je velmi specifický z pohledu jeho pracovního zaměření. Příslušníci ZÚ HZS ČR nejsou totiž určeni primárně na běžnou práci hasičů, takovou jakou zná veřejnost (nehody, klasické požáry, aj.). Jejich činnost je zaměřena především na řešení mimořádných událostí velkého rozsahu, živelní pohromy, přírodní kalamity, požáry velkého rozsahu a jiné technické zásahy s nutností využití speciální techniky. Proto mají specifickou služební náplň a disponují speciální technikou. S touto jejich specifickou činností, se čím dál více zaměřují i k činnostem humanitární pomoci v zahraničí. Z tohoto důvodu si myslím, že je důležité, aby většina příslušníků ZÚ HZS ČR uměla alespoň částečně hovořit cizím jazykem. Minimálně na úrovni běžné komunikace. Proto je potřeba provést prvotní zmapování jejich jazykových znalostí, poté jej vyhodnotit a následně navrhnout postup při jejich zdokonalování ve znalosti cizího jazyka. V teoretické části mé bakalářské práce vás seznámím se vznikem Hasičského záchranného sboru ČR a jeho strukturou, taktéž se vznikem Záchranného útvaru HZS ČR a jeho strukturou, částečným výčtem techniky, se kterou ZÚ HZS ČR disponuje a která je primárně využívána k humanitární pomoci v zahraničí, a částečným výčtem zásahů a činností v zahraničí. V praktické části bude rozebrán a odůvodněn dotazník, který byl předán příslušníkům k vyplnění a přeložení. V závěru bude nastíněna možnost vzdělávání příslušníků ZÚ HZS ČR.

Abstract:

This bachelor work deals with the issues of the language skills of members of the Rescue department of the Fire rescue brigade of the Czech republic (RD FRB CR). The aim of this work is to map the language skills of members of the RD FRB CR, find out their knowledge of foreign languages and the level of their communication skills. The output of this bachelor work will be the evaluation of their skills, suggestion the best possible solution for their improvement and making the chart of their language skills with regards to the possibility of their predestination and sending on a mission abroad. The Rescue depatrment of the FRB CR is very specific in terms of its job content. These members are primarily not determined for a common work of firemen according to a public knowledge it (accidents, common fires etc.). Their activities concentrate on sorting out special large-scale emergencies, natural disasters, natural calamities, large-scale fires and other technical interventions with the need of use of special equipment. That´s why their job content is very specific and they have special equipment. With this specific orientation they more and more concentrate on humanitarian aid abroad. That´s why I think it is important for most of the members of the RD FRB CR to speak foreign languages, at least partially. The minimum level should be a common communication. That´s why it is necessary to do the mapping of their language knowledge first, then evaluate it and afterwards suggest the way of improvement of their language skills. In the theoretical part of my bachelor work I acquaint you with the formation of the Fire rescue brigade of the Czech Republic and its structure, also with the formation of the Rescue department of the FRB CR and its structure, list the equipment which is used by the RD FRB CR and primarily for humanitarian aid abroad, and list the interventions and activities abroad. In the practical part there will be analyzed and explained a questionnaire that was handed over to the members to be filled and translated by them. In the conclusion there will be outlined the possible way of education of the members of the RD FRB CR.
