Integration trends in regulation and supervision

Abstract:

Integrační tendence jsou nedílnou dílčí součástí obecných národních i mezinárodních trendů. I když všeobecně převažuje názor o nutnosti integrovat, můžeme se setkat s různými názory na realizaci integračních procesů v jednotlivých zemích a oblastech. Díky použití kvalitativních a kvantitativních přístupů k měření efektivnosti daného systému regulace a dohledu lze zjišťovat, zda je zvolený integrační plán pro danou zemi přínosem či nikoliv a zda by byl obdobný postup stejně dobrý i pro jinou zemi. Řada zemí, Českou republiku nevyjímaje, se rozhodla integrovat stávající systém regulace a dohledu a zefektivnit tak výkon celého systému. V některých zemích byl integrační proces již dokončen a lze tak porovnávat jednotlivé podoby regulace a dohledu. Integrace v České republice neproběhla plně bez problémů a přinesla řadu protichůdných názorů. Ty i konkrétní podoba integrace, řada názorů včetně mého vlastního a budoucí výhled, který se nakonec jeví jako perspektivní, jsou součástí této práce.

Abstract:

Integrative trends are an integral part of general national and also international tendencies. Even if generally predominates the opinion that is necessary to integrate, we also could find different opinions how to realise the integrative processes in individual countries and regions. On the basis of the qualitative and quantitative methods used for measuring of effectiveness of the concrete system of regulation and surveillance, we can found out if this selected way of integration in one country will be the positive for this concrete country or not, and if a similar method could have the same effectiveness also in another country. A lot of countries, including Czech Republic, decided to integrate current system of regulation and surveillance and to use them improving the execution of the whole system. In some countries the integration process has been already completed, and we are able to match the particular periods or the ways of regulation and surveillance. The decision to integrate regulation and surveillance in the Czech Republic wasn’t without problems and brought also a lot of antagonistic opinions. The concrete way of integration, a lot of opinions including my own and the future view which in the end seems perspective, are parts of this work.
