Motivation and barriers to the implementation of climate change adaptations measures from the perspective of mayors of small municipalities in the Ústí nad Labem Region

Abstract:

Změna klimatu významně ovlivňuje kvalitu života obyvatel ve městech a obcích. Realizací adaptačních opatření se snažíme předcházet negativním projevům klimatické změny, jako jsou sucho, povodně a extrémní teploty, a zmírňovat je. Role starosty je v rozhodování o implementaci těchto opatření nezastupitelná. Praktická realizace opatření na malých územích však naráží na bariéry spojené s nedostatkem informací, nízkou motivací, personální kapacitou a finanční náročností. Cílem práce bylo zjistit, jaké motivace, bariéry a konflikty vnímají starostové malých obcí do 5 tisíc obyvatel v Ústeckém kraji při rozhodování o přijímání adaptačních opatření na jejich katastrálním území. Pro naplnění cíle byly se starosty 27 malých obcí v Ústeckém kraji provedeny polostrukturované rozhovory. Ty byly se souhlasem starostů nahrávány, doslovně přepisovány, analyzovány otevřeným kódováním a vyhodnoceny pomocí softwaru Atlas.ti. Pro zlepšení adaptační politiky byla starosty jako nejdůležitější označena potřeba odstranění bariér při realizaci projektů na uvedení adaptačních opatření do praxe. Administrativní náročnost byla nejsilněji vnímanou bariérou spolu s nedostatkem finančních prostředků a dlouhou dobou realizací projektů v poměru k délce čtyřletého volebního období. Zjištěnou motivací, kterou starostové uváděli, byla osobní spokojenost se zlepšením životních podmínek v obci a spokojenost občanů, která by zvýšila jejich participaci směrem k rozvoji v obci. Výzkumem bylo zjištěno, že ekonomické pobídky, jakými jsou například dotace, spíše demotivovaly starosty k jejich využívání pro účely adaptačních opatření. Možné rozšíření práce je v šetření mezi krajskými zastupiteli o případné podpoře a zlepšení komunikace se starosty. Výsledky práce přináší nové poznatky o bariérách a motivacích malých obcí přijímat na svých územích adaptační opatření. Zohlednění těchto preferencí je pak jedním z klíčových aspektů úspěšné adaptace mimo větší zastavěná území.

Abstract:

Climate change significantly affects the quality of life of the residents in cities and towns. By implementing adaptation measures, we try to prevent and mitigate the negative effects of climate change, such as drought, floods and extreme temperatures. The role of the mayor is irreplaceable in deciding on the implementation of these measures. However, the practical implementation of measures in small areas encounters barriers associated with a lack of information, low motivation, personnel capacity and financial demands. The aim of the work has been to find out what motivations, barriers and conflicts are perceived by the mayors of small municipalities with up to 5 thousand inhabitants in the Ústí Region when deciding on the adoption of adaptation measures in their cadastral territory. To fulfill the goal, semi-structured interviews were conducted with the mayors of 27 small municipalities in the Ústí Region. These were recorded with the consent of the mayors, transcribed verbatim, analyzed by open coding and evaluated using Atlas.ti software. In order to improve adaptation policy, the mayor identified the need to remove the barriers in the implementation of projects to put adaptation measures into practice as the most important. Administrative complexity was the strongest perceived barrier, together with a lack of funds and a long time for project implementation in proportion to the length of the four-year electoral period. The identified motivation that the mayors stated was personal satisfaction with the improvement of living conditions in the municipality and the satisfaction of the citizens, which would increase their participation towards development in the municipality. The research found that economic incentives, such as subsidies, more often than not demotivated the mayors to use them for the purposes of adaptation measures. A possible extension of the work could be the investigation among the regional representatives on possible support and improvement of communication with the mayors. The results of the work bring new knowledge about the barriers and motivations of small municipalities to adopt adaptation measures in their territories. Taking these preferences into account is one of the key aspects of successful adaptation outside larger built-up areas.
