The Role of WHO in the COVID-19 Pandemic: A Case Study of Czechia

Abstract:

Tato bakalářská práce se zaměřuje na roli Světové zdravotnické organizace (WHO) během pandemie covidu-19 s důrazem na případovou studii České republiky (ČR). Cílem práce je empiricky ověřit důvod selhání konceptu státní transformace jako nástroje globálního řízení (GGST) během pandemie. Teoretická část zkoumá teorii globálního zdravotního řízení (GHG) a roli WHO a státu jako klíčového aktéra, přičemž poskytuje pohled, kterým GGST tyto prvky zkoumá. Empirická část analyzuje politicko-ekonomický kontext českého zdravotnického systému, implementaci doporučení WHO v ČR a úspěšnost ČR v boji proti covidu-19. Zjištění ukazují, že navzdory určitému souladu s doporučeními WHO byla účinnost opatření ovlivněna vnitřními kapacitami ČR, což empiricky dokazuje selhání GGST. Nicméně, ne všechna selhání během epidemie covidu-19 v ČR lze vysvětlit selháním GGST. Práce přináší nové poznatky o vlivu WHO na národní politiky během mimořádných událostí a zkoumá, zda je státní transformace nezbytná pro efektivní globální zdravotní řízení.

Abstract:

This bachelor thesis focuses on the role of the World Health Organization (WHO) during the COVID-19 pandemic, with an emphasis on a case study of Czechia. The aim of the thesis is to empirically verify the reason for the failure of the concept of Global Governance as State Transformation (GGST) during the pandemic. The theoretical part explores the theory of Global Health Governance and the role of WHO and states as a key actor, providing the lens through which GGST examines these elements. The empirical part analyzes the political-economic context of the Czech healthcare system, the implementation of WHO recommendations in Czechia, and the success of Czechia in combating COVID-19. The results show that despite some alignment with WHO recommendations, the effectiveness of measures was influenced by internal capacities of Czechia, empirically proving the failure of GGST. However, not all failures during the COVID-19 epidemics in Czechia can be explained by the failure of GGST. The thesis provides new insights into the impact of WHO on national policies during emergencies and examines whether state transformation is necessary for effective global health governance.
