Disruptive Technologies and International Security: a Case Study of the USA and Russia

Abstract:

Tato bakalářská práce sleduje vývoj disruptivních technologií v kontextu mezinárodní bezpečnosti. Toho je dosahováno za pomoci analýzy primárních zdrojů USA a Ruska. Mezi tyto primární zdroje se řadí národní strategické bezpečnostní dokumenty obou velmocí společně s projevy vysoce postavených státníků. Konkrétně se jedná o Národní bezpečnostní strategii USA, Národní vojenskou strategii USA, projev prezidenta USA po setkání se zástupci technologických firem, Deklaraci prezidenta RF o národní bezpečnostní strategii RF, Vojenskou doktrínu RF a rozhovor s prezidentem RF. Výzkum se zaměřuje na porovnání strategií a přístupů USA a Ruska k disruptivním technologiím a identifikaci výzev, rizik a příležitostí spojených s těmito technologiemi pro mezinárodní bezpečnost. Výsledky ukazují na rozdíly v přístupech obou velmocí. Práce zdůrazňuje význam spolupráce, odpovědného vývoje a využívání disruptivních technologií, které mohou být klíčové pro udržení globální bezpečnosti a stability.

Abstract:

This thesis traces the development of disruptive technologies in the context of international security. This is accomplished using an analysis of US and Russian primary sources. These primary sources include national security strategy documents of both superpowers along with speeches by senior statesmen. Specifically, these include the U.S. National Security Strategy, the U.S. National Military Strategy, the U.S. President's speech after a meeting with representatives of technology companies, the President's Declaration on the National Security Strategy of the Russian Federation, the Military Doctrine of the Russian Federation, and an interview with the President of the Russian Federation. The research focuses on comparing U.S. and Russian strategies and approaches to disruptive technologies and identifying the challenges, risks, and opportunities associated with these technologies for international security. The results reveal differences in the approaches of the two superpowers. The paper highlights the importance of the responsible development and use of disruptive technologies, which can be key to maintaining global security and stability.
