Analysis of housing governance. Case study shrinking city of Ostrava.

Abstract:

Tato práce se zabývá analýzou governance aktivit v oblasti bytové politiky na konkrétním případu smršťujícího se města Ostravy. Za governance je považován v tomto případě proces, při kterém vzájemně působí řada aktérů, spolupodílejících se na rozvoji města s možností rozhodovat a prosazovat své zájmy. V teoretické části práce je podrobně definován koncept governance, urban shrinkage, jsou specifikovány základní pojmy z oblasti politiky bydlení. V rámci empirické části jsou teoretické poznatky aplikované na konkrétní případ shrinking city Ostrava. Je zde podrobně rozebrána sociodemografická a ekonomická analýza obyvatel Ostravy, včetně analýzy současného stavu domovního a bytového fondu na území města, popsány zdroje financování a charakteristiky hlavních aktérů v oblasti politiky bydlení. Součástí empirické části je také rozbor probíhajícího vývoje a změny fyzických struktur města. V závěrečné části je zhodnocena vzájemná spolupráce hlavních aktérů v oblasti bydlení včetně posouzení procesu governance a urban shrinking na území statutárního města Ostravy.

Abstract:

This thesis focuses on the analysis of housing governance on the particular case of the shrinking city of Ostrava. The process, where mutual agents partake in the city development, with the possibility of deciding and promoting their interest, is considered to be the governance. In the theoretical part, a concept of governance and urban shrinkage are defined as well as the basic terms of the housing politics are specified in this section. In the practical part the theoretical knowledge is applied on the particular case of shrinking city of Ostrava. In this part socio-demographical and economical analysis of the city inhabitants is done, including the analysis of the present condition of housing capacity and the characteristics of the main agents in the housing politics sphere. Financial sources description is also spanned in this part. The practical part also includes the analysis of the continuous development and changes of the physical structures of the city. In the conclusion of the thesis the cooperation of the main agents in the housing sphere is evaluated as well as the consideration of the process of governance and urban shrinking in the area of the city of Ostrava.
