Common Foreign and Security Policy of the EU in comparison with foreign and security policy of the selected states.

Abstract:

Společná zahraniční a bezpečnostní politika Evropské unie je téma, kterému je věnována narůstající pozornost. Toto poměrně složité a stále se vyvíjející téma umožnilo členským státům formovat jednotnou politiku, která umožňuje vystupovat na mezinárodní scéně jednotně. Tento krok učinil z 28 členů EU daleko silnější uskupení, než kdyby každý stát sledoval své vlastní zájmy. Evropská unie se na poli mezinárodních vztahů snaží stavět do pozice globálního hráče. Na základě nashromážděných poznatků můžeme usoudit, že cíle zkoumaných aktérů jsou téměř analogické a jejich specifika a preference, jsou dána geopolitickou polohou a historickými konsekvencemi. Evropská unie v rámci dosažení svých cílů provádí stejně jako USA a Ruská federace opatření, která mají pomoci dosažení cílů zahraniční politiky EU.

Abstract:

Common Foreign and Security Policy of EU is currently an issue that is receiving increased attention. This strategy enabled to members of EU act as one unit within the international level, which made all 28 member states stronger than it would be possible for each member separately. With increased number of competencies of Union were members of EU forced to coordinate each foreign and security policy and to act jointly to fulfill them. As a result EU has become very important actor in the international system. The aim of this thesis is to find out how much is Common Foreign and Security Policy of EU similar to Russian and US foreign and security policy. The methodology of this thesis is analysis and comparison of strategic documents, foreign policy instruments and national interests of examined actors. The European Union in the field of international relations trying to build a position as a global player. On the basis of the accumulated evidence we can conclude that the objectives of the surveyed actors are almost comparable and their characteristics and preferences are determined by its geopolitical position and historical the consequences. The European Union in order to achieve their goals is using the same methods the United States and the Russian Federation in order to achieve the objectives of EU Common Foreign and Security Policy. Despite the absence of the army, the European Union is able it's economic potential change the behavior of states, whether with sanctions or economic benefits, by which EU seeks to expand its economic model and universal values (eg. Human rights), as we can similarly see in the case of the spread of democracy by the US. However, the EU lacks specific powers, which remained a privilege of national states and as a result is facing constraints in conducting diplomatic relations.
