Abstract:

V teoretické části diplomové práce se zabývám vymezením základních pojmů, organizačních struktur, principů fungování a kontroly orgánů veřejné správy. V této části diplomové práce je také popsán současný stav drogové problematiky, její trendy a vývoj na našem území. Důraz byl kladen na spolupráci jednotlivých složek veřejné správy při řešení drogové problematiky. Detailně se v této části diplomové práce zabývám problematikou prevence, která je v boji proti zneužívání návykových látek na prvním místě pro její reálnou možnost dosáhnout redukci stávajícího počtu uživatelů drog. Významný díl teoretické části také tvoří detailní popis národní protidrogové politiky, kde uvádím jednotlivá východiska, strategie, principy a cíle protidrogové politiky, které přispívají ke zhodnocení spolupráce jednotlivých složek státní správy v boji proti drogám. V aplikační části diplomové práce se zabývám zkoumáním preventivních opatření v rámci protidrogové politiky u skupiny mladistvých, kteří podle mého názoru patří do ohrožené skupiny možných uživatelů návykových látek. Dotazníkové šetření bylo provedeno v rámci školského zařízení a to formou dotazníků, studie odborné literatury, pozorování a dotazování jednotlivých subjektů. Výsledkem diplomové práce je analýza vzájemné spolupráce jednotlivých orgánů veřejné správy při společném řešení protidrogové politiky na našem území a zvláště na území Chomutovska, kde také bylo výzkumné šetření provedeno.

Abstract:

The theoretical part deals with the definition of basic concepts, organizational structures, operating principles and control of public authorities. This part of the thesis also describes the current state of the drugs problem, its trends and developments in our country. Emphasis was placed on cooperation between the components of public administration in addressing the drug problem. Detail in this section of the thesis deals with the issue of prevention, which is in the fight against substance abuse in the first place for a real opportunity to achieve a reduction in the number of current drug users. A significant part of the theoretical part consists of a detailed description of the national drug policy, where I mention individual basis, strategies, principles and objectives of drug policies that contribute to the assessment of cooperation of the state administration in the fight against drugs. The application part of the thesis deals with preventive measures by examining the drug policies in a group of teenagers who, in my opinion, belong to groups at risk of potential drug use. The questionnaire survey was conducted in a school in the form of questionnaires, the study of literature, observation and questioning of subjects. The result of this thesis is the analysis of cooperation among public authorities in addressing the drug policy in our country and especially in Chomutov, where the research was conducted.
