Analysis of the management system of a city district as a whole and its key problems

Abstract:

Tato diplomová práce se zabývá analýzou systému řízení úřadu městské části jako celku, jeho klíčovými problémy. Ve vybraných oblastech řízení specifikuje jejich možná řešení a doporučení. Práce se zabývá detailní analýzou úloh řízení OVM dle struktury MBI. Tyto úlohy jsou Řízení kultury a kulturních akcí, Řízení kulturních památek, Plánování kulturních a sportovních akcí a cestovního ruchu a Finanční plánování a tvorba rozpočtu. U každé aktivity je popsán účel, vstupy a výstupy, role, klíčové aktivity i metriky dané aktivity, které jsou formulovány tak, aby bylo možno měřit výkonnost dané úlohy. Zároveň je analýza jednotlivých úloh doplněna o závěry z analýzy a podmínky úspěšnosti dané aktivity. Tyto poznatky byly získány zejména osobními rozhovory s aktéry těchto aktivit a zároveň zpracováním dostupných i interních materiálů. K pochopení problematiky výkonu veřejné správy v ČR jsem definoval i několik faktorů, které podobu současné veřejné správy ovlivňují. Faktory jsem rozdělil na oblast ekonomických faktorů, politických faktorů, na faktor organizační struktury, dále na faktor sídelní struktury a v neposlední řadě na faktor IT aplikací a infrastruktury. Aby byl pohled na celou problematiku ucelený, věnuji se i definici základních pojmů jako jsou veřejná správa, obce s pověřením nebo obce s rozšířenou působností. Kromě osobních rozhovorů pracuji v této práci i s dokumenty, které jsem získal od zaměstnanců městské části. Zároveň práce odkazuje na platnou legislativu ČR a na metodiky například MVČR, MKČR či Národního památkového ústavu, které přímo ovlivňují popisované aktivity. Díky analýze vybraných úloh jsou popsány prakticky všechny aktivity související s finančním plánování a tvorbou rozpočtu a řízením kultury na regionální úrovni. V praxi toto může být využito pro nově zvolené zastupitele či nově příchozí zaměstnance z jiných oblastí, aby se byli schopni co nejrychleji v problematice zorientovat.

Abstract:

This thesis deals with the analysis of the management system of a city district as a whole and its key problems. In selected areas of management it specifies their possible solutions and recommendations. The thesis deals with detailed analysis of public authorities’ control tasks according to MBI structure. These tasks are the Management of Culture and Cultural Events, the Management of Cultural Monuments, the Planning of Cultural and Sporting Events and Tourism, and Financial Planning and Budgeting. For each activity, the purpose, inputs and outputs, roles, key activities, and activity metrics are described, formulated to measure the performance of the task. At the same time, the analysis of individual tasks is supplemented by conclusions from the analysis and the conditions of success of the given activity. These findings were obtained mainly through personal interviews with the actors of these activities, as well as with the processing of available and internal materials. To understand the issue of public administration in the Czech Republic, I have also defined several factors that influence the form of the current public administration. I divided the factors into economic factors, political factors, the organizational structure factor, the factor of the settlement structure and, last but not least, the factor of IT applications and infrastructure. In order for the view of the whole issue to be comprehensive, I also focus on the definition of basic terms such as public administration, municipalities with mandate or municipalities with extended powers. In addition to personal interviews, I work in this thesis with the documents I have received from the city district's employees. At the same time, the thesis refers to the applicable legislation of the Czech Republic and to methodologies such as the Ministry of the Interior of the Czech Republic, the Ministry of Culture of the Czech Republic and the National Heritage Institute, which directly affect the activities described. By analysing selected tasks, virtually all activities related to financial planning and budgeting and culture management at regional level are described. In practice, this can be used for newly elected representatives or new employees from other areas to enable them to understand the topic as quickly as possible.
