Convergence of transition countries to the EU15

Abstract:

Diplomová práce se zabývá konvergencí vybraných transformujících se zemí k EU15, jmenovitě České republiky, Slovenska, Polska, Maďarska, Bulharska, Slovinska a Lotyšska. Cílem práce je zjistit, zda se tyto státy v mapovaném období, od roku 1990 po současnost, přibližovaly k EU15 – tedy jestli se v průběhu let snižoval rozdíl mezi jimi a EU15. Součástí úvodní části jsou teoretická východiska dané problematiky a současný stav poznání vycházející z již vydaných odborných publikací a článků relevantních k danému tématu. Práce se dále věnuje výchozímu stavu sledovaných států před samotnou transformací, respektive výchozímu stavu v roce 1989/1990. Na základě získaných dat z různých statistických úřadů a organizací (Eurostat, skupina Světové banky, OECD, MMF apod.) byly provedeny tři analýzy – ekonomická, demografická a institucionální, které slouží k posouzení konvergence. Z těch vyplývá, že očekávaná konvergence zemí EU-NEW nebyla zřejmá v takovém měřítku, v jakém by se dalo očekávat. Nicméně nepochybně došlo k významné proměně jednotlivých ekonomik, které se z relativně „zaostalých“ států dokázaly stát státy relativně „vyspělými“ podobnými západním ekonomikám. Největší otazníky přesto zůstávají v případě Bulharska, které je poměrně daleko za očekáváním.

Abstract:

The thesis deals with the convergence of selected transition countries to the EU15, namely the Czech Republic, Slovakia, Poland, Hungary, Bulgaria, Slovenia and Latvia. The aim of the thesis is to find out whether these countries have converged towards the EU15 in the period under study, from 1990 to the present - i.e. whether the gap between them and the EU15 has decreased over the years. The introductory part includes the theoretical background of the problem and the current state of knowledge based on already published papers and articles relevant to the topic. The thesis further focuses on the initial state of the countries under study before the transformation itself, respectively the initial state in 1989/1990. On the basis of the data obtained from various statistical offices and organisations (Eurostat, World Bank Group, OECD, IMF, etc.), three analyses - economic, demographic and institutional - were carried out to assess convergence. These show that the expected convergence of the EU-NEW countries was not evident to the extent that one would expect. However, there has undoubtedly been a significant transformation of individual economies from relatively 'underdeveloped' states to relatively 'advanced' states similar to Western economies. Nevertheless, the biggest question marks remain in the case of Bulgaria, which is relatively far behind expectations.
