Impacts of "Arab Spring" on Israel's relations with neighboring Arab states

Abstract:

Tato diplomová práce se zabývá otázkou vlivu „arabského jara“ na izraelsko-arabské vztahy. Konkrétně na bilaterální vztahy Izraele s Egyptem, Sýrií a Jordánskem. S Egyptem a Jordánskem udržuje Izrael plné diplomatické vztahy, zatímco se Sýrií nebyla nikdy uzavřena mírová smlouva a izraelsko-syrské vztahy jsou značně napjaté. Cílem diplomové práce je identifikovat dopady „arabského jara“ na vnitropolitickou situaci a utváření zahraniční politiky tří vybraných arabských zemí a následně určit rozsah změn, které v důsledku nepokojů nastaly. V úvodu práce byla stanovena hypotéza, že fenomén „arabského jara“ předznamenává do budoucna změny zahraničně-politického diskursu arabských zemí vůči Izraeli. V případě Egypta je předpokládáno další ochlazení vzájemných vztahů, obdobný proces je očekáván také v případě Jordánska s ohledem na palestinskou otázku a v případě Sýrie lze naopak uvažovat o možném zlepšení bilaterálních vztahů s Izraelem. Hypotéza byla výsledky práce do jisté míry potvrzena. Izraelsko-egyptské vztahy skutečně zaznamenaly v důsledku revolučních událostí další ochlazení a lze předpokládat, že tento trend bude i pokračovat. V izraelsko-jordánských vztazích můžeme z jordánské strany vidět nastolení méně smířlivějšího přístupu vůči Izraeli. V případě Sýrie je situace prozatím nejasná, jelikož boje mezi revolučním hnutím a syrskými bezpečnostními složkami stále pokračují. V případě vítězství B. Asada a udržení stávajícího režimu se objevuje možnost zlepšení vztahů s Izraelem z čistě pragmatického hlediska. Sýrie se v takovém případě může ocitnout v izolaci ze strany arabských států, ve kterých ke změnám vnitropolitické situace došlo a Sýrie tak může začít hledat podporu ze strany Západu, která ovšem bude pravděpodobně podmíněna uzavřením mírové smlouvy s Izraelem. Je nutné ale také počítat s možností, že zvítězí revoluční hnutí, což může vést k pokračování protiizraelského trendu syrské zahraniční politiky.

Abstract:

This thesis deals with the question of the influence of “Arab spring“ on Israel-Arab relations. Particularly it focuses on bilateral relations between Israel and Egypt, Syria and Jordan. With Egypt and Jordan has Israel full diplomatic relations, while with Syria there has never been accepted a peace treaty and Israeli-Syrian relations are quite tense. The aim of this thesis is to identify the impacts of “Arab spring” on the intrastate situation and the creation of these Arab states’ foreign policy and then to determine the scale of changes, that occurred in relation to the unrests. In the introduction there was a hypothesis set down, that the phenomenon of “Arab spring” will change in the future the foreign policy of these Arab states towards Israel. In case of Egypt it would lead to “colder” relations with Israel, analogical development could be suspected in case of Jordan with regards to Palestine question and in case of Syria it would be may be possible to talk about some warm up in relations with Israel. The hypothesis was to some extent approved by the results. Israeli-Egyptian relations became actually colder as a result of political change caused by protests. In Israeli-Jordanian relations we can observe the establishment of less conciliatory approach from the Jordanian side. In case of Syria is the situation still unclear, while the unrests still haven’t come to an end. Considering B. Assad’s victory over the revolution forces, there could be an opportunity for some warm up in relations with Israel. Syria could become in such case isolated by other Arab states, in which the revolution has won and Assad could start to look for help from the West, which would be probably conditioned by reaching a peace treaty with Israel. It is of course necessary to count with another development that is the victory of revolution forces, which could lead to the same anti-Israeli approach we can see in Egypt and Jordan.
