The issue of professional and mass sport state financial funding

Abstract:

Cílem bakalářské práce bylo posoudit, zda by stát měl financovat vrcholový sport nebo pouze sport amatérský. Úvodní část práce obsahuje ukotvení pojmu sport a jeho přínosy pro společnost. Dále historii vývoje sportovních organizací, způsoby financování sportu v České republice za posledních 20 let a srovnání finanční podpory v České republice oproti jiným evropským státům. V další části je popsáno financování sportovního klubu HC Baník Most, je zde uvedeno odkud klub druhé nejvyšší hokejové soutěže čerpá své příjmy a jak se na těchto příjmech podílí veřejný sektor. Praktická část bakalářské práce se zabývá velikostí míry státní podpory vrcholovému sportu a novými možnostmi, jak lze získávat finanční prostředky na podporu sportu. Jsou zde uvedeny přínosy finanční podpory sportu pro stát, ale také negativní pohled na pořádání vrcholných celosvětových sportovních akcí. Závěrečná část bakalářské práce je věnována novým návrhům finanční podpory, konkrétně jsou to příjmy ze sázkových kanceláří, příjmy ze vstupného na sportovní utkání a zvýšené odvody televizních společností na vysílací práva sportovních přenosů.

Abstract:

The aim of this thesis is to assess if the government should only fund amateur level sports, or should it also help to fund professional level sports. The introduction describes the history of sports organizations and their funding over the last 20 years in the Czech Republic, and how sports may be a benefit to society. There is also a comparison between the financial support provided by the Czech Republic, to that provided by other European countries, as per their funding of sports. The following section describes how the second highest ranking hockey club in the Czech Republic, HC Banik Most, is funded, and how the public sector is involved in making contributions to the income of the club. The practical part of the thesis focuses on the magnitude of state support for top level sports. It also considers other possibilities, so that sports in th e Czech Republic may be able to access higher levels of funding, than is now possible. Whilst there are positive benefits to be had from the financial support of top level sports, for the state, there are negative aspects to consider, too. The final part of the thesis focuses on the possibility of income that could be derived from betting shops, the income from admissions to particular events, and increased revenue from television broadcasting rights.
