City Cycling Policy in the Czech Republic

Abstract:

The aim of this thesis is to evaluate the development of both utility cycling and the cycling related policies in the Czech Republic. By the means of source compilation, the theoretical basis is provided including transport and cycling policies, policy cycles, cycling related actors and legislature. The application of the theory of policy cycles on the utility cycling is elaborated with regard to municipal scope of such policies, municipal actors and municipal and national projects related to particular stages of policy cycle. The evolution and maturity of cycling policy cycle is furthermore clarified in the context of cycling culture comprising top-bottom and bottom-up approaches or particular means of cycling culture enhancement. The following part of the thesis is dedicated to the comparison of utility cycling evolution in the Netherlands, Denmark and the Czech Republic with a focus on common issues experienced in all three countries throughout the history and at the present time. One of the crucial parts of this thesis is the semi-structured interview with Czech national cycling coordinator Jaroslav Martinek which is incorporated in form of citations in the text throughout the whole thesis.
